The City Treasurer and the office thereof shall be responsible
for carrying out all the duties required by state law except as otherwise
delegated by City ordinance.

All warrants outstanding after six months may automatically
be cancelled upon the request of the City Treasurer. This section
is in no way intended to relieve the City of the responsibility for
payments required by law.
