The City Council finds and determines that the public health, safety, welfare and orderly development of the community will be better served by the establishment of the Department of Building and Safety.

The position of Building Official for the City of Guadalupe is hereby created and established. The Public Works Director/City Engineer shall be the Building Official for the City, or a qualified professional consultant if approved by the City Council.

A. 
It shall be the duty of the Building Official to direct, administer and enforce the applicable building, mechanical, electrical and other regulatory codes adopted by the City per this chapter.
B. 
The Building Official shall have the powers and duties prescribed in the various said codes to effectively administer the office and shall effectively organize and administer the Department of Building and Safety.
