The purpose of this chapter is to promote the public health, safety and general welfare of residents and guests of the City, and to prevent the occurrence of any health hazards or otherwise dangerous conditions which may occur due to the failure to properly supervise densely populated transient and permanent residential facilities.

As used in this chapter:
"Hotel"
means any structure or any portion of any structure which is occupied or intended or designated for occupancy for dwelling, lodging or sleeping, and shall include any hotel, motel, inn, tourist home or house, studio hotel, bachelor hotel, lodging house, dormitory, public or private club, rooming house, mobile home or house trailer.
"Residential hotel"
means a hotel, as defined in subsection A of this section, where the average length of stay is 30 consecutive days or more.
"Transient hotel"
means a hotel, as defined in subsection A of this section, where the average length of stay is less than 30 consecutive days.

The following business establishments shall have a regularly employed management-level person on the premises at all times:
A. 
Residential hotels having in excess of 4 sleeping units;
B. 
Transient hotels having in excess of 4 sleeping units.

It shall be the duty of every operator of a hotel, as defined in this chapter, to keep and preserve for a period of 3 years, the necessary records to ascertain compliance with this chapter. Such records shall include the number of units, identity of guests, date of arrival and departure, rental agreement or registration form completed by or for the guest, employee records, and any other information as may be deemed necessary by the City Administrator, or any other duly authorized City official.
