Officers of the Police Department are authorized to direct all traffic by means of visible or audible signal, and it is unlawful for any person to refuse or fail to comply with a lawful order, signal or direction of a traffic or police officer. It is unlawful for any person other than a traffic or police officer to direct or attempt to direct traffic, except under supervision of the Police Department.

A. 
The City Council shall determine and designate the character of all official warning and directional signs and signals. Subject to such determination, the City Engineer is hereby authorized to place and maintain, or cause to be placed and maintained all official warning and direction signs and signals. All signs authorized and required under this chapter for a particular purpose shall be uniform.
B. 
No provision of this chapter or Sections 10.24.010 through 10.24.070 and Chapters 10.04, 10.20, 10.40, 10.48 and 10.56 for which signs are required shall be enforceable against the alleged violator if at the time and place of the alleged violation the sign herein required is not in proper position and sufficiently legible to be seen by an ordinarily observant person.

A. 
It is unlawful for any operator or pedestrian to disobey the instructions of any mechanical or electrical traffic signal, traffic sign, or marks on the street placed in accordance with the provisions of this chapter and Sections 10.24.010 through 10.24.070 and Chapters 10.04, 10.20, 10.40, 10.48, and 10.56.
B. 
No public utility or department in the City shall erect or place any barrier or sign unless of a type first approved by the City Engineer.
C. 
It is unlawful for any operator or pedestrian to disobey the instructions of any barrier or sign approved, as above provided, erected or placed by a public utility or by any department of the City.

Whenever traffic at any intersection is regulated by a "Stop" and "Go" mechanical or electrical signal, the following colors should be used, and those colors herein authorized shall indicate as follows:
A. 
RED, except in flashing signals, requires that traffic stop and remain standing.
B. 
GREEN requires that traffic shall move and continue in motion, except when stopped for the purpose of avoiding an accident or in the event other emergency, or when stopped at the command of a police officer.
C. 
AMBER shall indicate preparation for a change in the direction of traffic movement. When amber is shown, no traffic shall enter the intersection until a green or "Go" signal is shown.

The hereinafter distinctive roadway marking, the same having been determined and ordered by the Director of Public Works of the State, pursuant to authority vested in the Department by Section 525 of the Vehicle Code, is hereby adopted, and whenever any street or streets in the City is so marked, driving over, or the left of such marking shall be prohibited, except as hereinafter provided. Such distinctive roadway marking shall consist of 2 white stripes, or of one white and one yellow stripe, painted on the roadway, each stripe 3 inches wide, and the 2 stripes separated by a 3-inch black stripe. Provided, however, that where one yellow stripe is used, driving over the double line by traffic proceeding on the same side of the street as such yellow stripe shall not be prohibited.

The City Council shall determine the intersections at which, in its opinion, there is particular hazard to pedestrians crossing the roadway, and after such determination it shall be the duty of the City Engineer to establish and maintain crosswalks, approximately equal in width to the adjacent sidewalk, at all intersections so designated by the City Council, by appropriate devices, marks or white lines painted on the roadway.

It is unlawful for any person to place or maintain, or to display any device, other than an official warning or directional sign or signal erected under competent authority, on or in view of a street, which purports to be or is an imitation of, or resembles an official warning or direction sign or signal, or which attempts to direct the movement of traffic or the actions of operators, and any such prohibited device shall be a public nuisance, and the City Engineer may remove it, or cause it to be removed, without notice.
