There is established the office of Police Chief. The Police Chief shall be appointed by the Council pursuant to a contract with the County for the services of personnel from the Napa County Sheriff's Department.

A. 
The Police Chief and members of the police department shall be responsible for the enforcement of all laws within the Town, and all ordinances of the Town unless such power or duty is specifically given to another officer or department.
B. 
The Police Chief shall act as department head for the Town.
C. 
The Police Chief shall, with the approval of Council, designate such personnel as necessary to assist in discharging the duties of this office.
D. 
The Police Chief shall attend all staff meetings and all Council meetings.
E. 
The Police Chief shall serve as the Sheriff's representative during critical incidents.
F. 
The Police Chief shall serve plan and direct the Sheriff's personnel during community events.
G. 
The Police Chief shall supervise those deputies working in the Town.
H. 
The Police Chief shall prepare quarterly reports and present them to the Council.
I. 
The Police Chief shall provide advice to the Council on matters relating to law enforcement.
J. 
The Police Chief shall perform other duties as the Town may require.
