This chapter prohibits the stopping, standing and parking of a vehicle at all times or at those times specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or an official traffic-control device.

A. 
It is unlawful for any person to park a vehicle or cause, allow, or permit to be parked, a vehicle in any public parking space in violation of signs erected and/or pavement markings pursuant to this chapter. It is unlawful for any person to cause, allow, or permit any vehicle to remain in or upon any public parking space for more than the time indicated by signs erected pursuant to this chapter.
B. 
Pursuant to California Vehicle Code Section 22651(n), any peace officer, or the Town's contracted vendor, who is engaged in enforcing parking laws and regulations for the Town, may remove parked vehicles that violate the following:
1. 
The vehicle is parked or left standing adjacent to a red curb, a line painted red, or a red-painted public parking space.
2. 
The vehicle is parked in a stall dedicated and designated by appropriate markings to the exclusive use of those physically handicapped persons or to disabled veterans.
3. 
In any area with posting of notice prohibiting parking in accordance with California Vehicle Code Sections 22658 and/or 22651(n).
C. 
The Town Council by resolution shall establish vehicle parking prohibitions for public parking spaces in accordance with this chapter.
D. 
In addition to any other penalty authorized by state law or this code, any violation of the provisions of this chapter is subject to a civil penalty.

The Council shall, by resolution, establish a schedule of civil violations and fines for the provisions of this chapter. The schedule adopted by the Council shall be consistent with the schedule adopted by the County or the local authority responsible for enforcing the provisions of this chapter. A copy of the current schedule of violations and fines, as well as a description of the administrative process for challenging such violations, shall be kept in the office of the Town Clerk for public inspection.

A. 
No person who owns or has control, custody or possession of a vehicle or recreational vehicle may park such vehicle upon a street or alley for more than 72 consecutive hours. For purposes of this section, a vehicle or recreational vehicle shall be considered to have been parked for more than 72 hours if it has not been relocated at least one-half mile from the position previously occupied, measured by the shortest street mileage.
B. 
If a person leaves a vehicle parked upon a street 72 hours or more, the Town may direct a member of the police department to remove the vehicle from the street in the manner provided by law.

A. 
The Town Engineer shall have curbs and public parking spaces marked to indicate the following parking or standing regulations:
1. 
Red means no stopping, standing or parking at any time except as permitted by the Vehicle Code. However, a bus may stop in a red zone marked or signed as a bus zone except as regulated by Section 10.36.080.
2. 
Yellow means no stopping, standing or parking at any time between 8:00 a.m. and 6:00 p.m. of any day except Sunday and holidays for any purpose other than the loading or unloading of passengers or materials, provided that the loading or unloading of passengers shall not consume more than three minutes, nor the loading or unloading of materials more than 20 minutes.
3. 
White means no stopping, standing or parking for any purpose other than loading or unloading of passengers which shall not exceed three minutes and such restrictions shall apply between 8:00 a.m. and 6:00 p.m. of any day except Sunday and holidays and except as follows:
a. 
When such zone is in front of a hotel, the restriction shall apply at all times;
b. 
When such zone is in front of a United States mailbox for depositing mail only, the restriction shall apply at all times.
4. 
Green means no standing or parking for longer than the period designated by signage. This shall apply at any time between 8:00 a.m. and 6:00 p.m. of any day except Sunday and holidays.
5. 
A blue painted curb or a public parking space painted with a surface identification sign duplicating the symbol of accessibility in blue paint, at least three square feet in size, means no stopping, standing or parking at any time by vehicles other than those which display a distinguishing license plate or placard issued pursuant to Vehicle Code Section 22511.5 or to disabled veterans, as specified in Vehicle Code Section 9105.
B. 
When the Town Engineer has marked a curb or public parking space, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this section.

The Town Engineer may install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted and in any municipal parking lot.

When parking space markings are placed in the roadway or on any parking lot, no vehicle shall be stopped, left standing or parked other than within a single space unless the size or shape of the vehicle makes compliance impossible.

The Town Engineer may sign or mark the following places and when so signed or marked no person shall stop, stand or park a vehicle in any of these places:
A. 
At any place within 20 feet of a point on the curb immediately opposite the midblock end of a safety zone;
B. 
At any place within 25 feet of an intersection in the central business district except that a bus may stop at a designated bus stop;
C. 
Within 25 feet of the approach to any traffic signal, boulevard stop sign, or official electric flashing device;
D. 
At any place where the Town Engineer determines that it is necessary in order to eliminate dangerous traffic hazards;
E. 
At any place adjacent to either side of a fire hydrant of a distance that the Town Engineer determines adequate to preserve access to the fire hydrant; the prohibited parking distance shall be indicated by signs or markings.

No person shall stop, stand or park any commercial vehicles having a manufacturer's gross weight rating of 10,000 pounds or more on any street or portions thereof in a residential district. This section shall not be effective with respect to any commercial vehicle making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on the restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon the restricted streets for which a building permit has previously been obtained.

No person shall stop, stand or park a vehicle within any parkway.

No person shall stop, stand or park a vehicle for any purpose other than the loading or unloading of persons or materials in any alley where appropriate signs have been installed.

A. 
The Town Engineer may erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in the Town Engineer's opinion, interfere with traffic or create a hazardous situation.
B. 
When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.

A. 
The Town Engineer may place signs or markings indicating no parking upon any street when the width of the roadway does not exceed 24 feet, or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed 34 feet.
B. 
When official signs or markings prohibiting parking are erected upon narrow streets as authorized in this section, no person shall park a vehicle upon any such street in violation of any such sign or marking.

A. 
Whenever the Police Chief determines that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the Police Chief is authorized to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys during the time such temporary signs are in place. Such signs shall remain in place during the existence of such emergency and the Police Chief shall cause such signs to be removed promptly thereafter.
B. 
When the signs authorized by this section are in place, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.

A. 
When authorized signs or curb markings are in place no person shall stop, stand or park any vehicle upon any street or highway, or portion thereof, designated by the Council as a stopping, standing or parking prohibited street.
B. 
In accordance with subsection A whenever the Council designates any street or highway, or any portion thereof, as a stopping, standing or parking prohibited street, the Town Engineer shall install and maintain signs or curb markings on those streets or highways, or portions thereof, affected by such Council ordinance or resolution.

A. 
The Town Engineer may designate parking spaces on the roadway or in off-street parking facilities owned or operated by the Town for the exclusive use of vehicles which display a distinguishing license plate or a placard issued pursuant to Vehicle Code Sections 22511.55 and 22511.59 or to disabled veterans, as specified in Vehicle Code Section 9105. Whenever the Town Engineer designates such a parking space on the roadway, it shall be indicated by blue paint on the curb or edge of the paved portion of the street adjacent to the space. Any person in lawful possession of an off-street parking facility may designate stalls or spaces for such facility for the exclusive use of vehicles which display a distinguishing license plate or a placard issued pursuant to Vehicle Code Sections 22511.55 and 22511.59 or to disabled veterans, as specified in Vehicle Code Section 9105. Whenever a disabled parking space is designated in an off-street parking facility, publicly or privately owned, it shall be indicated by posting immediately adjacent to and visible from each stall or space a sign consisting of a profile view of a wheelchair with occupant in white on a blue background or by outlining the space in blue markings and painting on the ground a similar profile view depicting a wheelchair with occupant.
B. 
When a parking space or stall is designated as described in subsection A, it is unlawful for any person to stop, stand or park a vehicle in such space or stall unless the vehicle displays the required license plate or placard.
C. 
If posted in accordance with subsection E or F, the owner or person in lawful possession of a privately owned or operated off-street parking facility, after notifying the Police or Sheriff's Department, may cause the removal of a vehicle not displaying the required distinguishing license plate or placard from a stall or space designated pursuant to subsection A to the nearest public garage.
D. 
If posted in accordance with subsection E, the public agency owning or operating an off-street parking facility, after notifying the Police or Sheriff's Department, may cause the removal of a vehicle not displaying the required distinguishing license plate or placard from a stall or space designated pursuant to subsection A to the nearest public garage.
E. 
The posting required for an off-street parking facility owned or operated either privately or by a public agency shall consist of a sign not less than 17 by 22 inches in size with lettering not less than one inch in height which clearly and conspicuously states the following:
Unauthorized vehicles not displaying distinguishing placards or license plates issued for disabled persons will be towed away at owner's expense. Towed vehicles may be reclaimed at

The sign shall be posted in either of the following locations:
1. 
Immediately adjacent to, and visible from, the stall or space;
2. 
In a conspicuous place at each entrance to the off-street parking facility.
F. 
If the parking facility is privately owned and public parking is prohibited by the posting of a sign meeting the requirements of Vehicle Code Section 22658(a)(1), the requirements of subsection C may be met by the posting of a sign immediately adjacent to, and visible from, each stall or space indicating that a vehicle not meeting the requirements of subsection A will be removed at the owner's expense and containing the telephone number of the local traffic law enforcement agency.

A. 
Elementary School. Within the white curb area between the north and south ingress/egress drives to an elementary school, vehicles shall be limited to loading and unloading only between the hours of 8:00 a.m. and 9:00 a.m. and between 1:00 p.m. and 3:00 p.m. No parking will be permitted during these time periods.
B. 
Community Hall. Within the green curb area directly in front of Community Hall, vehicle parking shall be limited to 15 minutes.
C. 
Town-Owned Property. Parking on Town-owned property is prohibited between the hours of 12:00 a.m. and 6:00 a.m. unless the Town Manager issues a temporary permit approving such parking.
D. 
Posting. Both restricted parking areas shall be posted with the time limits specified above.

No person shall stop or park a commercial vehicle on one side of a roadway in a nonresidential district with the wheels of such vehicle more than 18 inches from the curb, if signs indicating no such parking are placed in the areas to which the prohibition is applicable.

No person shall stop, park, or leave standing any vehicle whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, in any of the following places:
A. 
Upon a street, other than an alley, in such a manner or under such conditions as to leave available less than 10 feet of the width of either lane of a roadway for free movement of vehicular traffic, including double parking resulting in blocked or impeded traffic flow.
B. 
Within an intersection, except adjacent to curbs as may be permitted by this code.
C. 
On a crosswalk, except that a bus engaged as a common carrier or a taxicab may stop in an unmarked crosswalk to load or unload passengers when authorized by the Town Council pursuant to this code.
D. 
Between a safety zone and the adjacent right-hand curb or within the area between the zone and the curb as may be indicated by a sign or red paint on the curb, which sign or paint was erected or placed pursuant to this code.
E. 
Within 15 feet of the driveway entrance to any fire station. This subdivision does not apply to any vehicle owned or operated by a fire department and clearly marked as a fire department vehicle.
F. 
In front of a driveway, except that a bus engaged as a common carrier, schoolbus, or a taxicab may stop to load or unload passengers when authorized pursuant to this code.
G. 
On any portion of a sidewalk, or with the body of the vehicle extending over any portion of a sidewalk.
H. 
Alongside or opposite any street excavation or obstruction when stopping, standing, or parking would obstruct traffic.
I. 
On the roadway side of any vehicle stopped, parked, or standing at the curb or edge of a street.
J. 
In front of, blocking, or upon that portion of a curb that has been cut down, lowered, or constructed to provide wheelchair accessibility to the sidewalk.
K. 
Upon a street in such a position as to obstruct the normal movement of traffic or in such a condition as to create a hazard to other traffic upon the street.

A. 
Angle parking may be established on any public street or roadway within the Town of Yountville; provided, however, that angle parking shall not be permitted upon any street, roadway, or highway where angle parking is prohibited by the California Vehicle Code or other applicable law.
B. 
The Town Engineer may establish and enforce angle parking requirements in streets, roadways, or portions thereof where angle parking will benefit the public, where the conditions are suitable and safe for angle parking, and where angle parking is not prohibited by the California Vehicle Code or other applicable law.
