The operator of a vehicle shall not drive between vehicles comprising a funeral procession or parade, if these vehicles are conspicuously so designated. The directing of all vehicles on any street over which a funeral procession or parade wishes to pass is subject to the orders of the Police Department.

No person may ride or drive an animal or vehicle over or across newly made pavement or freshly painted marking in a street when a barrier, sign, cone marker or other warning device is in place warning persons not to drive over or across the pavement or marking, or when any device is in place indicating that the street or portion is closed.

No person shall erect or place a barrier or sign on a street unless of a type approved by the Town Engineer or disobey the instructions, remove, tamper with or destroy a barrier or sign lawfully placed on a street by a person, public utility or the Town.

No operator of a vehicle shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle without obstructing the passage of other vehicles or pedestrian, notwithstanding any traffic-control signal indication to proceed.

No person shall drive a vehicle onto or from a limited access roadway except at such entrances and exits as are lawfully established.

No person shall drive or operate a bicycle, motor driven cycle, or vehicle which is not drawn by a motor vehicle upon a street established as a freeway, as defined by State law, nor shall a pedestrian walk across or along any such street so designated and described except in space set aside for the use of pedestrians, provided official signs are in place giving notice of such restrictions.

A. 
The following streets and parts of streets are declared to be streets where vehicles over three tons are prohibited: all streets within the Town except California Drive, Yountville Crossroad, Washington Street, Madison Street, and that part of Yount Street between Madison Street and Yountville Crossroad.
B. 
This limitation shall only be effective where the Town has posted signs indicating the prohibition.
C. 
This limitation shall not be effective when the use of the affected streets by direct route is necessary for the following purposes:
1. 
Pickups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets.
2. 
Delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained.
3. 
To leave or return to the vehicle's storage location provided that the storage of vehicles exceeding a maximum gross weight of three tons is allowable at the location pursuant to the provisions of this code.
4. 
For the transportation of fresh agricultural produce and farm implements and equipment.
D. 
The provisions of this section shall not apply to:
1. 
Passenger buses under the jurisdiction of the State Public Utilities Commission; or
2. 
Any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility.

A. 
Authorized Districts. Passenger buses shall be allowed to operate only within the primary commercial district, residential scaled commercial district, and public facilities districts. Passenger buses shall not be allowed to operate within any residential zoning districts within the Town limits with the following exceptions:
1. 
Passenger buses may operate on California Drive, Yountville Crossroad, Washington Street, Madison Street, and that part of Yount Street between Madison Street and Yountville Crossroad for the purpose of providing access to the zoning districts in which the passenger buses may operate.
2. 
Passenger buses, designed to carry not more than 30 passengers and licensed as a "passenger stage carrier" with authority to operate in this area by the State Public Utilities Commission, shall be allowed to enter residential zoning districts to drop off passengers only.
B. 
Loading and Unloading Passengers. Upon approval of a use permit reviewed by the Council, a passenger bus may load and unload passengers on private property with designated bus loading zones within the zoning districts in which the passenger bus may operate. A passenger bus may load and unload passengers on public streets within the zoning districts in which the passenger bus may operate at designated bus stopping areas approved by the Town Council. Except for designated loading areas, it shall be unlawful for buses to load or unload at any location within the authorized zoning districts without obtaining prior approval as specified in this section.
C. 
Parking. Passenger buses are not allowed to park in residential zoning districts. Passenger buses shall park only in designated on-street and off-street passenger bus parking areas approved by the Town Council. Approved locations for loading and unloading passengers shall not be used for parking passenger buses unless authorized by the Town Council. When parking in the designated passenger bus parking or stopping areas it shall be unlawful to idle the engine of the bus except while actively loading or unloading passengers.
D. 
The restrictions contained in this chapter shall not apply to the following:
1. 
A vehicle transporting school pupils conducted by or under contract with any public or private school.
2. 
Vehicles utilized by a not-for-profit organization, as defined by the Federal Tax Code (Title 26, Subtitle A, Chapter 1, Subchapter F, Part I, Section 501).
3. 
Vehicles utilized by a residential care facility solely for its residents and staff.
4. 
Any vehicle exempt under the provisions of State or Federal law.
5. 
Local or County-funded vehicles providing public transit services such as the Napa Valley Transit, Van-Go services and the Yountville Shuttle.
E. 
The restrictions contained in this section shall not be enforced until designated public street stops, and appropriate signs, markers, or other official traffic control devices have been established giving notice of the restriction of this section.
