In this division, unless the context requires otherwise, the terms used are defined as set forth in this article.
"Cesspool" or "privy"
means a tank, box or sump used for receipt of raw sewage, containing no provision for the nitrification, clarification or disposal of the sewage and discharge of the sewage from it upon the open ground.
"Domestic sewage"
means combination of liquid or water carrying human or kitchen waste conducted away from a premises.
"Industrial sewage or waste"
means all water-carried waste and wastewater of the community excluding domestic wastewater and uncontaminated water and shall include all wastewater from any producing, manufacturing, processing, institutional, commercial, agricultural or other operation where the wastewater discharge includes significant quantities of waste of nonhuman origin.
"Lateral sewer" or "sewer lateral"
means the part of the horizontal piping beginning at the foundation wall of a building and terminating in the main sewer.
"Main sewer"
means the sewer in a street to which the lateral sewer is to connect.
"Outside sewer"
means a private sewer beyond the limits of the Town.
"Plumbing system"
means and includes all plumbing fixtures and traps, or soil, waste, special waste and vent pipes, and all sanitary sewage pipes within the property lines of the premises.
"Premises"
means an improved lot or parcel of land.
"Private sewer"
means a sewer which has an independent sewage disposal not connected with a public sewer and which accommodates one or more houses.
"Sanitary plumbing"
denotes plumbing designed and installed so that it can be kept clean, is free from defects in construction and conforms in every particular to the provisions of this division.
"Septic tank system"
means reservoirs or tanks which receive crude sewage and by bacterial action effect liquidation thereof, thus preparing it for clarification and purification which takes place by further bacterial action in nitrification ducts composed of drain tile extending from the tank into the subsoil.
"Street"
means any public highway, road, street, avenue, alley, way, easement or public right-of-way.
"Supervisor"
means the person appointed by the Town as supervisor of the sewerage system. Until a separate appointment is made, the supervisor shall perform all duties of Sewer Inspector under this division.
"Trap"
means a fitting constructed prevent the passage of air or gas through a pipe without materially affecting the flow of sewage or waste matter.
"Trunk sewer"
means the sewer in the street constructed to accommodate more than one main sewer.
"Unsanitary"
means the following and similar conditions:
1. 
A trap which does not maintain a proper trap seal;
2. 
An opening in the plumbing system which is not provided with an approved water-sealed trap;
3. 
A plumbing fixture or other waste-discharging receptacle or device which is not supplied with water sufficient to flush it and maintain it in a clean condition;
4. 
A defective trap, fixture or pipe;
5. 
A trap directly connected to a plumbing system, the seal of which is not protected against siphonage and back pressure by a vent pipe;
6. 
A connection, cross-connection, construction or condition which permits or makes it possible for any unapproved foreign matter to enter a water distribution system used for domestic purposes;
7. 
The foregoing enumeration of conditions does not preclude the application of the terms to other conditions which are in fact unsanitary.
"User"
means an owner, renter or occupant of a premises connected to a trunk sewer or main sewer for the purpose of disposing sewage from the premises.
