A re-inspection fee as fixed by the fee schedule adopted by the Town Council by resolution shall be charged and collected for each extra inspection made necessary, as follows:
A. 
Work not ready at the time requested for inspections; and/or
B. 
Work required to be corrected on previous inspection not ready and/or correction not made at the time requested for inspection.

A. 
Investigation. Whenever any work for which a permit is required by this code has been commenced without first obtaining said permit, a special investigation shall be made before a permit may be issued for such work.
B. 
Fee. An investigation fee, in addition to the permit fee, shall be collected whether or not a permit is then or subsequently issued. The investigation fee shall be equal to the amount of the permit fee required by this code. The payment of such investigation fee shall not exempt any person from compliance with all other provisions of this code nor from any penalty prescribed by law.

Section 15.02.100 shall not apply to emergency work when it shall be proved to the satisfaction of the administrative authority that such work was urgently necessary and that it was not practical to obtain a permit therefor before the commencement of work.
