A. 
There is hereby created an Advisory Historical and Scenic Preservation Committee of the Township of Gloucester, consisting of not to exceed 20 members to be appointed by the Township Council, and to serve without compensation. A member shall be appointed for a term of five years. If a vacancy occurs otherwise than by the expiration of a term, it shall be filled by an appointment, as above provided, for the unexpired term.
B. 
The terms of the present membership (15) shall remain unchanged by this amendment. As the present membership is increased from 15 to 20 members, the additional appointments shall be as follows: the initial term of the majority of the new appointments, as they are made, shall be for two years, and the initial term of the remaining new appointments shall be for one year. Thereafter, as each initial term expires, a members shall be appointed for five years.
C. 
In addition to the regular appointments, any individual who was previously a resident of the Township of Gloucester for more than 20 years and is currently living outside of the Township may be considered for membership.
A. 
The Committee shall elect a Chairperson and Secretary from its own members each year after the annual appointment of a member to the Committee and shall meet as often as the Committee may determine but not less than six times during the course of any one year. The Committee may adopt its own bylaws governing its procedure and provide from its membership a Vice Chairperson and such other officers as it may deem necessary and appropriate.
B. 
The operation, function and furtherance of any program or project assigned to the Committee by Township Council shall require the affirmative vote of the majority of the members in attendance at a meeting to which there is a quorum present.

The purposes of this Committee are as follows:
A. 
To survey the Township of Gloucester for the preparation of a program for the identification, acquisition, preservation and maintenance of historic and scenic sites and landmarks.
B. 
To seek the voluntary advice of historians, historical societies, architects and other persons who would have knowledge and expertise in carrying out the functions of the Committee.
C. 
To report and make recommendations to the Township Council, from time to time, for the development and implementation of programs to identify, acquire, preserve and maintain historic and scenic sites and landmarks within the Township of Gloucester.

D. 
To study and recommend programs to the Township Council for the preservation, perpetuation, maintenance and use of historical sites and museums, such as the Gabriel Davies Tavern premises acquired by the Township through the donation of William F. Schuck, and to render recommendations and proposals concerning compliance with and fulfillment of the conditions under which premises or sites are retained and are to be preserved and maintained by the Township of Gloucester.

E. 
To consult with federal, state and local governmental bodies, officers, departments, agencies, boards or committees as well as private individuals and organizations as it may determine for the purpose of developing, preparing and implementing its programs.
F. 
To formulate and recommend proposals to the Township Council to help coordinate the work of all governmental agencies in the Township of Gloucester, as well as private organizations, in the furtherance of the purpose of the Committee.

G. 
To make periodic inspections of any and all historical and scenic sites and premises preserved and maintained by the Township of Gloucester and to report and make recommendations with respect to the conditions thereof in writing by the first day of November of each year.
A. 
The Committee shall have no authority to obligate the Township of Gloucester to perform any act or to fulfill any contractual obligations and itself shall incur no expense or obligations without prior authorization by the Township Council of the Township of Gloucester.
B. 
An affirmative vote of the majority of the membership of the Committee is necessary for the expenditure of any money that has been appropriated and authorized by the Township Council for the purpose of the Committee or the completion of any project approved by the Township Council.

The Township Council, Planning Board and other local agencies and boards of the Township of Gloucester may, from time to time, refer to the Committee other matters which are or may be related to the functions and purposes of the Committee, and the Township Council may, from time to time, enlarge the purposes for which the Committee is created.

The Township Council may authorize the Mayor of the Township to provide the Committee with such administrative, secretarial and clerical assistance as it may deem desirable.
If any article, section, subsection, sentence, clause or phrase of this ordinance is for any reason held to be unconstitutional or invalid, such decision or invalidity shall not affect the remaining portions or provisions of this ordinance.
All ordinances and provisions thereof inconsistent with the provisions of this ordinance shall and are hereby repealed to the extent of such inconsistency.
This ordinance shall take effect immediately after final passage and publication in accordance with the laws of the State of New Jersey.
