No person or operator shall park, and no owner allow, or stand
a vehicle in violation of state motor vehicle laws or in violation
of a lawfully erected parking limitation sign or marking.

A. Prohibited
Parking. No person or operator shall park, allow or stand a vehicle
to be parked on a street for the principal purpose of:
1. Displaying
the vehicle for sale.
2. Repairing
or servicing the vehicle, except for repairs necessitated by an emergency.
3. Displaying
advertising from the vehicle.
4. Selling
merchandise from the vehicle, except when authorized.
B. No vehicles
may park on city streets that are in excess of 20,000 pounds, and/or
eight feet in height, and/or 30 feet in length except for doing commerce.
No semi-trailers may be parked on city streets except for doing commerce.
C. No operator
shall park and no owner shall allow a vehicle to be parked on Jefferson
Highway No. 164 (99E) within 50 feet from the curb line or edge of
pavement of side streets in the direction of travel, at the following
intersections which relates to the 50 foot curb line measurement plus
one-half of the width of the side street. The area covered is between
mile point 5.49 and mile point 6.17:
1. At
North Avenue (MP 5.49): East side shoulder for a distance of 75 feet
to the south;
2. At
University Street (MP 5.64): East side shoulder for a distance of
60 feet to the south;
3. At
Olson Street (MP 5.57): West side shoulder for a distance of 60 feet
to the north;
4. At
E. Santiam Street (MP 5.72): East side shoulder for a distance of
60 feet to the south;
5. At
Church Street (MP 5.80): East side shoulder for a distance of 70 feet
to the south; west side shoulder for a distance of 75 feet to the
north;
6. At
Hazel Street (MP 5.88): East side shoulder for a distance of 75 feet
to the south; west side shoulder for a distance of 60 feet to the
north;
7. At
Union Street (MP 5.96): East side shoulder for a distance of 65 feet
to the south; west side shoulder for a distance of 150 feet to the
north;
8. At
Main Street (MP 6.12): East side shoulder for a distance of 90 feet
to the south (This distance is 70 feet from the edge of pavement because
of the roadway curvature, railroad tracks and guardrail); west side
shoulder for a distance of 90 feet to the north;
9. At
Mill Street (MP 6.17): West side shoulder for a distance of 90 feet
to the north.
D. For
the purposes of safety, adequate traffic flow and emergency vehicle
access, no operator shall park and no owner shall allow a vehicle
to be parked on either side of the curve at Mill and Ferry Streets:
1. West
side shoulder for a distance of 100 feet from the north driveway of
103 Mill Street to the north; and
2. A
distance of 57 feet from the west driveway of 131 Ferry Street to
the south.

No person shall stop, stand, or park a vehicle for any purpose
or length of time other than for the expeditious loading or unloading
of persons or materials, in a place designated as a loading zone when
the hours applicable to that loading zone are in effect. When the
hours applicable to the loading zone are in effect, the loading and
unloading shall not exceed the time limits posted. If no time limits
are posted, then the use of the zone shall not exceed five minutes
for loading or unloading of passengers and personal baggage and fifteen
minutes for loading or unloading materials.

No lights need be displayed upon a vehicle that is parked in
accordance with this title on a street where there is sufficient light
to reveal a person or object at a distance of at least 500 feet from
the vehicle.

No person shall park a vehicle in excess of 72 hours on public
property where parking is permitted.

When a law enforcement officer finds a motor vehicle parked
or standing unattended with the ignition key in the vehicle, the officer
is authorized to remove the key from the vehicle and deliver the key
to City Hall staff for safekeeping.

The provisions of this chapter that regulates the parking, stopping,
or standing of vehicles do not apply to:
A. A vehicle
of the city, county, state, or a public utility while necessarily
in use for construction or repair work on a street, or other city,
county, or state employees while conducting jurisdictional business.
B. A vehicle
owned by the United States, or other contracted transportation, while
in the use for the collection, transportation, or delivery of mail.
C. A vehicle
of a disabled person who complies with the provisions of ORS 811.160
to 811.630.
D. Vehicles
involved in events with express city consent.
