Petitions for initiative, referendum, recall or other State law, authorizing a petition, shall meet the requirements as to form and signatures as set forth in State law.
B. 
No particular form for other petitions shall be required.

Every member of the City Council, the City Attorney and City Manager shall be subject to the code of ethics provisions of State law that prohibit conflict between public duty and private interest.
