The qualifications for elected or appointed City officers shall be those qualifications set forth in State law.

The City Manager must reside in the City of Kalispell, unless the City Council, through contract with the City Manager, eliminates such requirement.

The officers of the City shall consist of:
A. 
All elected positions;
B. 
The City Manager, who shall be appointed by the City Council;
C. 
The City Manager shall appoint the following City officers:

City Attorney,

Planning Director,
3. 
Human Resource Director,
4. 
City Clerk,
5. 
Chief of Police,
6. 
Fire Chief,
7. 
Finance Director,
8. 
Public Works Director,
9. 
Community Development Director,
10. 
Parks and Recreation Director.

A. 
The salaries and compensation ranges of City elected officials, appointed officers, supervisors, union employees, non-union employees, seasonal and part-time employees shall be set from time to time by the resolution of the Kalispell City Council.
B. 
Longevity increments and medical insurance premiums for elected and appointed City officers as well as all City employees shall be paid as provided by law, contract or as directed by the City Council. The annual service anniversary date for all employees shall be July 1st of each year; however, an employee must have at least six months continuous employment by the City before being considered to have one year longevity.

All officers, elected or appointed, shall continue to act in the office to which they were elected or appointed, regardless of the term of office, until a successor is sworn in, or otherwise provided by contract.

All elected and appointed officers shall take and subscribe to the prescribed oath of office, which oath shall be filed with the City Clerk.

City offices at all City facilities shall be open for the transaction of business Monday through Friday of each week from 8:00 a.m. to 5:00 p.m., unless otherwise posted.
