For the purpose of this article, the following words and phrases shall have the meaning respectively ascribed to them by this section:
Individual parking space.
A portion of the paved surface of the street, of sufficient length and depth from the sidewalk curb to accommodate a vehicle to be parked, as shall be specified and marked off by the Street Department.
Mechanical parking time indicators or parking meters.
A device which shall indicate thereon the length of time during which a vehicle may be parked in a particular place, which shall have a part thereof a receptacle or chamber for receiving and storing coins of the United States money, slots or places in which such coins may be deposited; a timing mechanism to indicate the passage of the interval of time during which parking is permissible and which shall have elapsed; also brief instructions as to their operation.
Parking.
The standing of a vehicle upon a street, whether such vehicle be occupied or not, and whether such vehicle be accompanied or not by an operator for a period of time in excess of two minutes.
Vehicle.
Any device in, upon or by which any person or property is or may be transported upon a public highway, except such as are used exclusively upon stationary rails or tracks and such devices as are propelled exclusively by human power.

A. 
This article shall be constructed as a supplement to the general traffic ordinance and all other ordinances of the City regulating traffic, parking, and the use of streets, except insofar as modified by the provisions hereinbefore or hereafter exercised by the City under any ordinance, rule or regulation restricting or prohibiting parking, independent of time limits, or regulation restricting or prohibiting parking, independent of time limits, shall in no manner be affected by this article or any of the provisions thereof.
B. 
The purpose of this article is to assist in the regulating of parking and it shall be so construed.
C. 
Nothing in this article shall be construed as prohibiting the City from providing for free or restricted parking space.

The congested traffic area, for parking meter purposes, is hereby declared to be as follows:
A. 
Main Street from Idaho Street to Fifth Street.
B. 
First Avenue East from Center Street to Fifth Street.
C. 
First Avenue West from Center Street to Fourth Street.
D. 
Second Avenue West from Second Street to Third Street.
E. 
Center Street from First Avenue West to First Avenue East.
F. 
First Street from alley between First and Second Avenues West to alley between First and Second Avenues East.
G. 
Second Street from Third Avenue West to Second Avenue East.
H. 
Third Street from Second Avenue West to Second Avenue East.
I. 
Fourth Street from alley between First and Second Avenues East to First Avenue West.
J. 
Fifth Street from alley between Main and First Avenues East to First Avenue West.
K. 
Any parking lot within the City owned and operated as such or owned by any other person or corporation and operated as a parking lot by the City under a lease or other agreement between the City and such person or corporation.

The Chief of Police, or designee, is hereby authorized to place, install and remove parking meters upon the curb side or in the immediate vicinity of individual parking places designated and marked off where parking is restricted. Such meters shall be under the management, supervision and control of the Chief of Police or designee.

A. 
Money Deposited: Whenever a vehicle shall be parked in an individual parking space, where a parking meter has been installed, the person parking such vehicle shall deposit such money into the parking meter as directed in writing on such meter.
B. 
Length of Time Determined: The Chief of Police, upon consultation with the Parking Advisory Committee and approval of the City Council, shall determine the length of time and the deposit required for parking in any individual parking space for which a meter is installed. Notice to the public shall be given by appropriate signs setting forth the length of time for which parking is permitted and the conditions thereof. These may be upon the parking meter stand or in the immediate vicinity. Any vehicle which remains in an individual parking space after the prescribed time for parking is hereby determined to be illegally parked, but in no event shall it be considered illegally parked if the meter display signal shows that a proper deposit has been made for such parking.

The Chief of Police, upon consultation with the Parking Advisory Board, is hereby authorized and directed to designate and mark off such individual parking spaces as he or she deems proper along the streets in the congested traffic area for the parking of vehicles. At each place where individual parking is so marked off, each vehicle shall be parked entirely within an individual parking space.

All parking is prohibited in any parking space where a meter is installed which displays a signal showing that parking is not permitted, unless a deposit, as designated in the posted notice is made as herein provided. Any vehicle parked in contravention of this provision shall be deemed to be illegally parked under the provisions of this article. The fact that a vehicle is in an individual parking space when the time signal on the meter for the same shows no parking permitted, unless a deposit of a proper coin is made as herein provided, shall be deemed prima facie evidence of the unlawful parking of such motor vehicles by its operator or owner, either or both.

A. 
Overtime Parking Prohibited: It is unlawful and a violation of the provisions of this article for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or beyond the period of legal parking time established for any parking meter zone as herein described.
B. 
Remaining Beyond Prescribed Period: It is unlawful and a violation of the provisions of this article for any person to permit a vehicle to remain or be placed in any parking space adjacent to any parking meter while such meter is displaying a signal indicating that the vehicle occupying such parking space has already been parked beyond the period prescribed for such parking space.
C. 
Two Hour Parking: It is unlawful and a violation of this article for any person to permit a vehicle to remain parked continuously in any individual parking space for more than two hours between 8:00 a.m. and 6:00 p.m. on any day except Sunday or a legal holiday on the following streets:
1. 
On Main Street between Center Street and Fifth Street;
2. 
On First Avenue East between Center Street and Fifth Street East;
3. 
On Second Avenue East between Second Street East and Third Street East;
4. 
On First Avenue West between Center Street and Fifth Street West;
5. 
On Second Street from Second Avenue East to Second Avenue West;
6. 
On First Street between First Avenue East and First Avenue West;
7. 
On Third Street between Second Avenue East and First Avenue West;
8. 
On Fourth Street between Second Alley East and Second Avenue West;
9. 
On Fifth Street between Main Street and Second Avenue East;
10. 
On the west side of Third Avenue East bounding Lions Park.

It shall be unlawful and a violation of the provisions of this article for any person to deface, injure, tamper with, open, operate with a slug or other device or wilfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article.

It shall be unlawful and a violation of the provisions of this article to deposit or cause to be deposited in any parking meter, any slug or device or metallic substance or any other substitute for one cent ($0.01) or five cent ($0.05) coins of the United States.

A. 
Reporting Requirements: It shall be the duty of police officers acting in accordance with the instructions issued by the Chief of Police or acting Chief of Police to report:
1. 
The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parking in violation of any provision of this article;
2. 
The State license number of such vehicle;
3. 
The time during which such vehicle is parked in violation of any of the provisions of this article;
4. 
Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violations.
B. 
Notice of Violation: Each officer shall also attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of the provisions of this article, and instructing the owner or operator to report to the Police Magistrate in regard to such violation. Each such owner or operator may, within 24 hours of the time when such notice was attached to such vehicle, pay to the Police Magistrate a penalty for and in full satisfaction of such violation, the sum of $20. The failure of such owner or operator to make such payment within 24 hours shall render such owner or operator subject to the penalties hereinafter provided for violation of the provisions of this article.

The coins required to be deposited in parking meters as provided herein, are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the public streets and to cover the cost of the supervision, inspection, installation, operation, maintenance, control and use of the parking space and parking meters described herein, and also the cost of supervision and regulation of the parking of vehicles in the parking meter zones created hereby and to be hereafter created.

Except as provided in Section 17-94 of this article, any person who shall violate any of the provisions of this article and any person who aids, abets or assists therein, shall, upon conviction hereof, be punished as provided in Section 1-9 of this Code.
