It shall be unlawful for any person to drive or operate any vehicle of any kind, including bicycles, upon or over any of the streets or alleys or portions thereof indicated in the following sections, except in the direction set out in this article:
A. 
Second Avenue East between Second Street East and Fourth Street East from south to north.
B. 
Alley between First Avenue East and Main Street between Fifth Street East and First Street from north to south.
C. 
Alley between First Avenue West and Main Street between Fifth Street West and Center Street from north to south, except that said alley from one hundred seventy five feet (175') north of the north right-of-way line of Third Street, to the north right-of-way line of Third Street shall be north to south and south to north; and except that two hundred twelve feet (212') south of the south right-of-way line of Center Street shall be north to south and south to north.

All vehicular travel on Seventh Street West between Main Street and Fourth Avenue West shall be from the east to the west, and no person shall travel or operate any motor vehicle, bicycle or any other kind of vehicle easterly on such portion of Seventh Street West.

All vehicular travel on Sixth Street West between Main Street and Fifth Avenue West shall be from the west to the east, and no person shall travel or operate any motor vehicle, bicycle or any other kind of vehicle westerly on such portion of Sixth Street West.

The Chief of Police shall appropriately mark all of the streets mentioned herein with directional and other signs so as to enable the drivers of motor vehicles to comply with these sections.

A. 
All vehicular travel between Eighth Street and Ninth Street on the west side of and through the courthouse grounds, that is to say the semicircular loop through the courthouse grounds connecting that portion of Main Street just north of the courthouse with that portion of Main Street just south of the courthouse, shall be from the north to the south.
B. 
All vehicular travel between Ninth Street and Eighth Street on the east side of and through the courthouse grounds, that is to say the semicircular loop through the courthouse grounds connecting that portion of Main Street just south of the courthouse with that portion of Main Street just north of the courthouse, shall be from the south to the north.

All vehicular travel on Third Avenue East between the intersection of Third Avenue East and Center Street and Third Avenue East and Thirteenth Street shall be from north to south.

All vehicular travel on Fourth Avenue East between the intersection of Fourth Avenue East and Center Street and Third Avenue East and Thirteenth Street shall be from south to north.

A. 
All vehicular traffic on Eighth Street between 1st Avenue East and 1st Avenue West shall be from east to west only.
B. 
All vehicular traffic on Ninth Street between 1st Avenue East and 1st Avenue West shall be from west to east.
C. 
All vehicular traffic on the unnamed street in the western portion of County Courthouse Park for travel between Eighth Street West and Ninth Street West therein shall be from south to north only.
D. 
All vehicular traffic on the unnamed street in the eastern portion of County Courthouse Park for travel between Eighth Street East and Ninth Street East therein shall be from north to south only.
E. 
All this article applicable generally to one-way streets in the City, shall apply to the streets affected by this section.
F. 
Vehicle traffic in a manner and direction other than as provided herein is prohibited, and a wilful, purposeful or negligent violation hereof shall be punished as provided by Section 1-9 of this Code.
