Unless otherwise stated herein, all applications for licenses herein shall require the approval of the city manager, city attorney, chief of police, fire chief and superintendent of building without the necessity of council approval. All renewals of licenses shall require the approval of the city manager and city attorney only. All licenses for which the fee is waived must be approved by the city council.
