Every person engaging in operating a public swimming pool shall pay a license fee of one hundred dollars per year or on gross receipts basis, whichever is greater; provided, however, that no license or license fee shall be required of any political subdivision of the state.

No person shall establish or operate a public swimming pool without first obtaining a permit to do so from the city council.
