Every person engaging in the business for moving overwidth or heightloads on trucks or trailers upon any street in the city shall pay a fee as established by resolution of the city council. The said loads do not include buildings of any nature. The carrying of one such load per year within the city shall be considered carrying on of said business. The provisions of Section 15.44.020 of this code regarding a certificate of insurance and a police escort shall apply herein.
