No person shall conduct any business for the purpose of selling, storing, manufacturing, preparing or serving to the public any food or foodstuffs in the city without a permit issued by the health officer. The health officer may with-hold the issuance of a permit to any person, until such person has complied with all of the provisions of this code. At such time as the health officer is satisfied such person has complied with the provisions of this code, then such permit shall be issued.

For the purposes of this code, a person engaged in the business of a rooming house, boardinghouse or lodging house, who serves food, beverages or meals to his roomers, boarders or lodgers, shall be deemed to be a food establishment and no person shall conduct the business of rooming house, boardinghouse or lodging house at which food, beverages or meals are served to the customers, without a permit issued by the health officer. The health officer may withhold the issuance of a permit to any person, until such person has complied with all of the provisions of this code. At such time as the health officer is satisfied such person has complied with the provisions of this code, then such permit shall be issued.
