The Salary Range Numbers for the Professional Group shall be as set forth from time to time by resolution of the Council.

Schedule II
The List of Class Titles and Salary Ranges for the Professional Group, shall be established from time to time by resolution of the Council.

The workweek shall be Monday through Sunday. Eight hours shall constitute a regular day's work, and 40 hours, consisting of five eight hour days, shall constitute a regular week's work.

Members of the Professional Group shall not be entitled to extra compensation for overtime or compensating time off.

(a) 
Enumerated. Except as otherwise provided in this article, holidays for Professional employees shall be:
(1) 
January 1 (New Year's Day);
(2) 
The last Monday in May (Memorial Day);
(3) 
July 4 (Independence Day);
(4) 
Labor Day;
(5) 
Thanksgiving Day;
(6) 
The day after Thanksgiving Day;
(7) 
The day before Christmas Day;
(8) 
December 25 (Christmas Day);
(9) 
New Year's Eve;
(10) 
In addition, personnel on full-time status shall be entitled to two floating holidays per calendar year to be taken at the discretion of the employee with department head approval; and
(11) 
Every day appointed by the President of the United States or Governor of the State for a public fast, thanksgiving, or holiday.
(b) 
Observance of holidays falling on Sundays. If any of the holidays set forth in subsection (a) of this section falls upon a Sunday, the Monday following shall be observed as a holiday.
(c) 
Because sworn police and fire personnel who are members of the Professional Group are allowed extra vacation days under State law, they shall be restricted to holidays as follows:
(1) 
Eight hour day assigned employees shall be entitled to 11 holidays per year.
(2) 
Holidays may be earned equally, by the month, throughout the year.

(a) 
Authorized. Each permanent full-time employee shall accrue vacation leave with pay based on the following:

Each eligible employee shall be required to have served the equivalent of one year of continuous service in the City in order to be eligible for his full annual vacation leave; provided, however, after six months of continuous service, he may be permitted to take vacation leave not to exceed five working days.
(b) 
Accumulated time. It shall be the policy of the City that vacation be taken in the year earned. All vacations shall be scheduled for use within one year of encumberment (posting). Vacations shall be scheduled by the City Manager so as not to interfere seriously with or impair the efficiency of the various departments.
(c) 
Holidays. Holidays occurring during a vacation shall not be counted as a day of vacation.
(d) 
Vacation part of compensation. Accrued vacation time is hereby declared to be earned as an increase or a part of the compensation of the various officers and employees of this group.
(e) 
Police and fire personnel. Sworn police and fire personnel who are members of the Professional Group shall be entitled to 15 calendar days of vacation each year in accordance with the provisions of Sections 38634 through 38637 and 53250 through 53252 of the Government Code of the State. As a reward for faithful service for long periods of time, such an employee who has served 10 years continuously with the City shall be entitled each year to a vacation, in addition to that specified, of seven calendar days, and those serving for 20 years continuously with the City shall be entitled to an additional 14 calendar days. "Service", for the purposes of this subsection, shall include paid police experience with a California police department which is approved by the Commission on Police Officers Standards and Training for employees hired under the lateral entry program; however, only experience with the City shall be deemed seniority for date selection purposes.
(f) 
Pay in lieu of vacation time. Pay may be made to full-time officers and employees for accrued vacation time provided:
(1) 
The employee requests pay in lieu of vacation leave; and
(2) 
Such request is approved in writing by the City Manager.
