This article shall be known as the "Special Salary Provisions for Executive Employees".

The Salary Range Numbers for the Executive Group shall be as set forth from time to time by resolution of the Council.

The List of Class Titles and Salary Ranges for the Executive Group shall be established from time to time by resolution of the Council.

The workweek shall be Monday through Sunday. Eight hours shall constitute a regular day's work, and 40 hours, consisting of five eight hour days, shall constitute a regular week's work.

Members of the Executive Group shall not be entitled to extra compensation for overtime.
In addition, personnel on full-time status shall be entitled to two floating holidays per calendar year to be taken at the discretion of the employee with department head approval; and
Observance of holidays falling on Saturdays and Sundays. If any of the holidays set forth in subsection (a) of this section falls upon a Saturday, the Friday preceding shall be observed as a holiday. If any of said holidays fails upon a Sunday, the Monday following shall be observed as a holiday.
Because sworn police and fire personnel who are members of the Executive Group are allowed extra vacation days under State law, they shall be restricted to holidays as follows:
Authorized. Each permanent full-time employee shall accrue vacation leave with pay based on the following:

Each eligible employee shall be required to have served the equivalent of one year of continuous service in the City in order to be eligible for his full annual vacation leave; provided, however, after six months of continuous service, he may be permitted to take vacation leave not to exceed five work days.
Accumulated time. It shall be the policy of the City that vacation be taken in the year earned. All vacation shall be scheduled for use within one year of encumberment (posting). Vacations shall be scheduled by the City Manager so as not to interfere seriously with or impair the efficiency of the various departments.
Vacation part of compensation. Accrued vacation time is hereby declared to be earned as an increase or a part of the compensation of the various officers and employees of this group.
Police and fire personnel. Sworn police and fire personnel who are members of the Executive Group shall be entitled to 15 calendar days of vacation each year in accordance with the provisions of Section 38634 through 38637 and 53250 through 53252 of the Government Code of the State. As a reward for faithful service for long periods of time, such an employee who has served 10 years continuously with the City shall be entitled each year to a vacation, in addition to that specified, of seven calendar days, and those serving for 20 years continuously with the City shall be entitled to an additional 14 calendar days. "Service", for the purposes of this subsection, shall include paid police experience with a California police department which is approved by the Commission on Police Officers Standards and Training for employees hired under the lateral entry program; however, only experience with the City shall be deemed seniority for date selection purposes.
