Definitions as used in this chapter:
"Writings"
shall mean any handwriting, typewriting, printing, photostating, photographing, and every other means of recording upon any form of communication or representation, including letters, words, pictures, sounds, or symbols, or combination thereof, and all paper, maps, magnetic or paper tapes, photographic films, and prints, magnetic or punched cards, discs, drums, and other documents delivered to any person for the purpose of conducting a closed session.

All writings shall be immediately returned to the City Attorney or City Manager at the conclusion of any closed session, unless the City Council has authorized the temporary retention of such writings by a majority vote.

All closed session writings shall be deemed the property of the City.
