No person shall injure, destroy or remove any ornament or improvement in any public park, street, building or property of the city without first receiving permission from the city council.

No person shall wilfully and maliciously break, destroy or injure any real or personal property not his own or break open or unlawfully enter any pound for the removing, or aiding the escape of any animal that may have been placed in said pound by the police or poundmaster of the city.
