No person shall discharge any gun, pistol or other firearm, or any spring or air gun designed and intended to discharge any pellet, shot or other dangerous missile, without having first obtained a permit to do so from the chief of police services; provided, however, that this section shall not apply to a peace officer in the performance of his duty, nor to any person while lawfully defending life or property or engaged in shooting in a shooting gallery or firearms range approved by the city council. No person shall carry or possess as a weapon any straightedge razor, sharpened beer can opener or any other utensil, device or implement modified, sharpened or manufactured into a cutting or stabbing weapon or any other weapon not defined, included or covered in the California Penal Code or other state law.
