The control and use of all fire hydrants in the City are hereby invested in the Fire Chief. The Fire Chief may issue permits for the proper and reasonable use of fire hydrants to employees of the City and to employees of the public utility furnishing water in the City for the discharge of their duties, and to such other persons who may require water for temporary uses or purposes. All such permits (except to employees of the City and of the water company) shall be issued only upon the presentation of satisfactory evidence by the applicant that such use will be in accordance with the rates, rules, and regulations of the public utility supplying water to such hydrant and that its use has been consented to by the public utility. Any person applying for the use of any fire hydrant under the control of the Redondo Beach Fire Department shall first obtain from the Fire Department a permit to use such fire hydrant.
