(a) 
"Commercial vehicle", for the purposes of this article, shall mean a vehicle of a type required to be registered under the Vehicle Code of the State and used, maintained, or designed primarily for the transportation of goods, services, or property.
Passenger vehicles which are not used for the transportation of goods, services, and property and motor homes shall not be commercial vehicles for the purposes of this article.

(a) 
Basic weight limit. Any commercial vehicle having an unladen weight as defined in Section 660 of the California Vehicle Code of 6,000 pounds or more or having a manufacturer's gross vehicle weight rating as defined in Section 390 of the California Vehicle Code of 10,000 pounds or more is hereby prohibited from using any street in the City, except as otherwise provided by this article.
(b) 
Special weight limit. Any commercial vehicle having a fully laden weight of 20,000 pounds or more is hereby prohibited from using 190th Street/Anita Street between Anza Avenue and Pacific Coast Highway.

Any commercial vehicle having an unladen weight as defined in Section 660 of the California Vehicle Code of 6,000 pounds or more or having a manufacturer's gross vehicle weight rating as defined in Section 390 of the California Vehicle Code of 10,000 pounds or more may use the following streets within the City limits:
(a) 
Artesia Boulevard within the City limits;
(b) 
Aviation Boulevard within the City limits;
(c) 
Compton Boulevard within the City limits;
(d) 
Hawthorne Boulevard within the City limits;
(e) 
Inglewood Avenue between Compton Boulevard and Artesia Boulevard;
(f) 
Manhattan Beach Boulevard within the City limits;
(g) 
Pacific Coast Highway within the City limits;
(h) 
Redondo Beach Boulevard within the City limits;
(i) 
Torrance Boulevard from the eastern boundary of the City to Pacific Coast Highway; and
(j) 
190th/Anita Streets from Hawthorne Boulevard to Pacific Coast Highway, subject to the provisions of Section 3-7.902(b).
The City shall erect and maintain appropriate signs in the City designating as truck routes those streets over which commercial vehicles having an unladen weight as defined in Section 660 of the California Vehicle Code of 6,000 pounds or more or having a manufacturer's gross vehicle weight rating as defined in Section 390 of the California Vehicle Code of 10,000 pounds or more may be driven.

The City Clerk shall keep and maintain accurate maps setting out streets upon which traffic is permitted by commercial vehicles having an unladen weight as defined in Section 660 of the California Vehicle Code of 6,000 pounds or more or having a manufacturer's gross vehicle weight rating as defined in Section 390 of the California Vehicle Code of 10,000 pounds or more.

Notwithstanding any other provisions of this article, nothing set forth in this article shall be deemed to prohibit any vehicle from traveling on a restricted street if:
(a) 
The vehicle is designated specifically for the carriage of passengers for the purpose of public convenience and operating as a public passenger carrier under a Certificate of Convenience and Necessity issued under the authority of the Public Utilities Code of the State or is subject to Sections 1031 to 1036, inclusive, of the Public Utilities Code;
(b) 
The vehicle involved is coming from an unrestricted street having ingress and egress, by direct route, to and from a restricted street when necessary for the purpose of making pickups or deliveries of goods, wares, and merchandise from or to any building or structure located on the restricted street or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure upon the restricted street for which a building permit has previously been obtained (Section 35703 of the Vehicle Code of the State);
(c) 
The vehicle is designated specifically for emergencies; and
(d) 
The vehicle is owned by a public utility or a licensed contractor and while necessarily in use in the construction, installation, or repair of any public utility.
