A. 
Other provisions of this code or of any other code of the city to the contrary notwithstanding, approved automatic sprinkler systems shall be installed and maintained in all new buildings or structures when one or more of the following conditions exist or will exist:
1. 
The total floor area of the building or structure is five thousand square feet or more; or
2. 
The building or structure is four or more stories in height; or
3. 
When any portion of a building classified by the California Building Code, adopted pursuant to Section 15.05.010, as an A, B, E, F, H, I, M or S occupancy is one hundred fifty feet or greater from approved clear normal fire department vehicle access points, as measured horizontally.
B. 
The term "automatic sprinkler system" as used herein refers to and means an integrated system of underground and overhead piping including a water supply of a type such as a gravity tank, fire pump, reservoir or pressure tank or a connection, by underground piping, to a city main, which system complies in all respects with the requirements adopted to such systems as described in the National Fire Protection Association Standard No. 13, or in National Fire Protection Association Standard No. 13D where determined to be applicable by the fire chief, as those standards now exist or may from time to time be amended.
C. 
The term "new building" as used in this chapter means any of the following:
1. 
Any building or portion there-of for which a building permit is issued on or after the effective date of the ordinance codified in this chapter, except that this definition shall not apply to additions of less than three thousand square feet or to alterations or repairs, the total cost of which do not exceed in any twenty-four-month period fifty percent of the value of the existing building or structures; nor shall it apply to any addition of three thousand square feet or more of floor area which is made to an existing building which will result in an aggregate square footage of less than five thousand square feet; or
2. 
Any existing building or portion there-of to which an addition is made on or after the effective date of the ordinance codified in this chapter which shall cause the overall height of the building to exceed the limits specified in subsection A; or
3. 
Any existing building or portion there-of whose area or height exceed the limits specified in subsection A; and for which the existing occupancy classification, as defined in the California Building Code, adopted pursuant to Section 15.05.010, is changed to an occupancy classification which is more hazardous, based on life and fire risk, than the existing use.

Only a four-hour fire wall shall be acceptable for a separate building classification for the purposes of Section 15.06.010. Exception: A two-hour fire wall shall also be acceptable in buildings classified as a Group R, Division 3 occupancy. Such two-hour fire wall shall extend from the foundation to a point at least thirty inches above the roof, and shall have no openings and no penetrations.

Sprinkler systems may be omitted and special hazard automatic fire extinguishing systems installed in lieu there-of, where applicable under the specific conditions listed in Section 903.1.1 of the California Fire Code, 2013 Edition.
