A. 
No person shall move any building or structure containing in excess of two hundred square feet in, along, across or on the streets of the city without a permit to do so from the city engineer.
B. 
Applicants for such permit shall file a surety bond with the city in the sum of one thousand dollars, conditioned upon the prompt payment by the applicant of any and all damages which the city or the public may suffer by reason of the moving of any building or structure in, along, across or on the streets of the city. Such bond shall specifically provide for recovery by the city in the event any trees or utility lines are damaged.
C. 
Issuance and fees shall be as provided in Section 15.44.020.

No permit under Section 301 of the Uniform Building Code shall be issued to move a building or structure which constitutes a public nuisance, or which is prohibited at the proposed location by any fire district ordinance or by any other law or ordinance, or which is to be moved into, over, along or across a street and, in the opinion of the planning commission, unsightly or in such condition that its relocation at the proposed site would cause such to or be materially detrimental to the property or improvements in the neighborhood within radius of three hundred feet from the proposed site, nor shall such permit be issued unless the provisions of Sections 15.44.010 and 17.40.030 of this code, insofar as applicable, have been complied with and the applicant has paid the necessary permit fees to the city as established by resolution of the city council for moving a building or structure to a location within the city from within or from without the city.

The following relocation fees for buildings or structures relocated within the city shall be as follows:
A. 
Thirty Dollars for Inspection of the Building to be Relocated. A relocation bond in a form satisfactory to the city attorney, in the amount of five thousand dollars per residential unit, shall be filed with the city. For any commercial or industrial relocation, the said bond shall be equal to twenty-five percent of valuation of a new such building. Said bond shall be conditioned upon all affected premises and streets and highways being placed in a neat, clean and orderly condition satisfactory to the director of building and planning.
B. 
The costs of building permits and fees for a relocated building shall be the same as the fees for new buildings.

No plans shall be submitted for plan check prior to a complete inspection of the structure by the building official or duly appointed representative. Said inspection shall include all structural members, electrical, plumbing and mechanical components. The walls, ceiling, roofing, flooring elements and other concealed spaces shall be opened to fully expose all elements and methods of construction and attachment. Conditions found existing that do not conform to existing building codes shall be repaired and/or upgraded to current building codes.
The labor and cost of said work shall be borne fully by the owner of the building structure. Furthermore, the electrical, mechanical and plumbing systems shall be removed and replaced with new systems pursuant to the provisions of Chapters 15.08, 15.24 and 15.28 of this code.
