The annual salaries, payable semi-monthly, of certain County officers and employees shall be as established in the resolution adopted by the Salary Commission and currently in effect; provided, however, that the respective appointing authority may set the salary and increases in the salary of an appointee at any figure below the figure established by the Salary Commission:
