For immediate acceptance of the petition, the clerk of the Council shall require reasonable compliance with the following:
(a) 
The petitions indicate by name and mailing address, the five signers who constitute the petitioner's committee for that petition.
(b) 
The petitions indicate the mailing address to which all notices for petitioner's committee are to be sent.
(c) 
The signatures to petitions be filed on paper of uniform size and style and assembled as one instrument.
(d) 
Each signer shall affix his or her own name on the petition in ink or indelible pencil.
(e) 
Each signer shall give the following information:
(1) 
Signature (first name, middle initial and last name) which shall be followed by that name printed.
(2) 
Social security number and place of residence.
(f) 
The petition shall be signed by the required number of registered voters of the County. Registered voter means a person who has been lawfully registered on or before the date on which the petition is verified by the clerk.

No signature shall be deemed invalid where the clerk is able to identify the signature and the signer's eligibility to sign such petition based upon the records available in the clerk's office.
