Except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or official traffic control device, no person shall:
(a) 
Stop, stand or park a vehicle:
(1) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street.
(2) 
On a sidewalk.
(3) 
Within an intersection.
(4) 
On a crosswalk.
(5) 
Between a safety zone and the adjacent curb or within thirty (30) feet of points on the curb immediately opposite the ends of a safety zone, unless the traffic authority indicates a different length by signs or markings.
(6) 
Alongside or opposite any street excavation or obstruction when stopping, standing, or parking would obstruct traffic.
(7) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
(8) 
On any railroad tracks.
(9) 
At any place where official signs prohibit stopping.
(10) 
On any roadway bend or curve where visibility of the vehicle from both directions is less than five hundred (500) feet.
(11) 
On the crest of any hill so that the vehicle or any part thereof will extend upon the traveled portion of the roadway.
(b) 
Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
(1) 
Within six (6) feet of a public or private driveway.
(2) 
Within ten (10) feet of a fire hydrant.
(3) 
Within twenty (20) feet of a crosswalk at an intersection.
(4) 
Within six (6) feet of any crosswalk not at an intersection.
(5) 
Within thirty (30) feet upon the approach to any flashing signal stop sign or traffic-control signal located at the side of a roadway.
(6) 
Within twenty (20) feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within seventy-five (75) feet of the entrance when properly signposted.
(7) 
At any place where official signs prohibit standing.
(c) 
Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers at any place where official signs prohibit parking.

(a) 
No person shall move a vehicle not lawfully under his or her control into any prohibited area or away from a curb such a distance as is unlawful.
(b) 
No person shall move or drive a vehicle onto the opposite lane, or the left lane, of the roadway facing oncoming traffic, except in an emergency.
(c) 
No person shall park or stop a vehicle on the opposite lane or the left lane, including the roadway shoulders of the lanes, so that the vehicle is facing oncoming traffic, except in an emergency.

No person shall stand or park a vehicle upon any street or highway for the principal purpose of:
(a) 
Displaying it for sale.
(b) 
Washing, greasing or repairing the vehicle, except the making of repairs necessitated by an emergency.

No person shall park any vehicle upon a roadway, street, or alley in a manner or under conditions as to:
(a) 
leave available less than ten (10) feet of the width of the lane of travel for the free movement of vehicular traffic; or
(b) 
obstruct the movement of other vehicles within the lane of travel of any roadway, street, or alley; or
(c) 
obstruct a mailbox.

(a) 
It is unlawful for any person to park a vehicle in a parking stall within the areas described in Subsection (d) of this Section, unless such vehicle has a decal affixed thereon evidencing the issuance of a parking permit by the County Engineer or his or her authorized representative to park within such area, or the vehicle is an electric vehicle using an electric vehicle charging station.
(b) 
It is unlawful for any person to:
(1) 
Park a vehicle outside of a designated parking stall within the areas provided for County officials and employees and appointed members of boards or commissions described in Subsection (d) of this Section;
(2) 
Disregard or violate any direction, instruction or restriction indicated by or on appropriate signs and markings posted in or about the areas described in Subsection (d) of this Section;
(3) 
Travel at a speed in excess of ten (10) miles per hour within the areas described in Subsection (d) of this Section.
(c) 
Members of the Police Department and other persons authorized by the Chief of Police are authorized to remove or cause to be removed any vehicle parked within the areas described in Subsection (d) of this Section when:
(1) 
The vehicle does not display the required decal evidencing the issuance of a parking permit by the County Engineer or authorized representative; and
(2) 
The vehicle is not parked wholly within a designated stall and straddles an adjoining stall.
(d) 
Except as specified otherwise by appropriate signs and/or markings, the County Engineer is authorized and directed to designate by appropriate signs and/or markings all parking areas described below for the exclusive use of officials and employees of the County and appointed members of boards and commissions. The County Engineer is further authorized and directed to designate by appropriate signs and/or markings all parking areas for the exclusive use of electric vehicles. Said signs and/or markings may indicate for County vehicle use only or for public use. The County Engineer is authorized to issue permits for assigned and unassigned parking near the County Building and Civic Center and more fully described in Exhibits "A" and "B," which are attached.

(a) 
The Director of Finance may designate County-owned electric vehicle charging stations as available for public use. Members of the public may use designated charging stations for electric vehicle use only in accordance with conditions for User Fees as set forth in Section 17-2, Kaua'i County Code 1987, as amended.
(b) 
As used in this Article, the following terms shall have the following meanings, unless the context clearly indicates that a different meaning is intended:
"Actively Charging"
means a vehicle that is plugged into an electric vehicle charging station and drawing power.
"Director"
means the Director of Finance or the Director's designee.
"Electric vehicle"
means the same as defined in Section 8-31.1, Kaua'i County Code 1987, as amended.
"Electric vehicle charging station" or "electric vehicle chargers"
means the same as "electric vehicle charging system" as defined in Section 8-31.1, Kaua'i County Code 1987, as amended.
"Public vehicle"
means any vehicle that is not in the County's vehicle fleet.
(c) 
The Director may adopt any rules pursuant to HRS Chapter 91 that are consistent with the provisions of this Article.
(d) 
The following shall apply to all County-owned property:
(1) 
No person may park a non-electric vehicle in a parking space designed and marked as reserved for electric vehicles, unless otherwise directed on official County signage.
(2) 
No person may park any public vehicle in a parking space equipped with an electric vehicle charging system while not actively charging, unless otherwise directed on official County signage.
(e) 
Any person convicted of violating this Section shall be guilty of a violation in accordance with Hawai'i Revised Statutes Section 701-107. Any person convicted after citation shall be fined $50 for the first violation and $100 for each subsequent violation. After the initial citation for a first violation, each additional day of violation shall constitute a separate offense.
