When used in this Article the following wording or phrase shall have the meaning given in this Section:
"Intoxicating liquor"
means the same as the term is defined in Section 281-1, Hawai'i Revised Statutes.
"Parking lots and grounds adjacent to the Historic County Building, County Annex and Līhu'e Civic Center"
means and includes the entire area of the parking lot and grounds adjacent to the Historic County Building, County Annex and Līhu'e Civic Center, including, but not limited to, the front, back and side entry stairs, landings, ramps, grounds between the buildings, landscaped and lawn areas internal roadways, and roadways for ingress to and egress from such parking lot or office building.

(a) 
No person shall consume intoxicating liquor while within the boundaries of parking lots and grounds adjacent to the Historic County Building, County Annex and Līhu'e Civic Center.
(b) 
No person shall possess, while within the boundaries of the parking lots and grounds adjacent to the Historic County Building, County Annex and Līhu'e Civic Center, any bottle, can or other receptacle containing any intoxicating liquor which has been opened, or seal broken, or the contents of which have been partially removed.

The Department of Public Works and the Department of Parks and Recreation may erect signs informing the public of the applicable prohibitions regarding the consumption, possession or control of intoxicating liquor within the boundaries of the parking lots and grounds adjacent to the Historic County Building, County Annex and Līhu'e Civic Center.

Any person who consumes or possesses intoxicating liquor in violation of any provision of this Article shall, upon conviction, be guilty of a petty misdemeanor punishable by up to thirty (30) days of imprisonment and/or a fine not exceeding one thousand dollars ($1,000.00).
