The Placentia Municipal Code as compiled from the ordinances
and the prior code and edited and published by Book Publishing Company
is adopted as the official code of the city of Placentia.

This code shall be known as the "Placentia Municipal Code"
in any prosecution for the violation of any provision thereof or in
any proceeding at law or equity. It shall be also sufficient to designate
any ordinance adding to, amending, correcting or repealing all or
any part or portion thereof, as an addition to, amendment to, correction
of or repeal of the "Placentia Municipal Code." Further
reference may be had to the titles, chapters, sections and subsections
of the "Placentia Municipal Code" and such reference shall
apply to that numbered title, chapter, section or subsection as it
appears in that code.

Whenever a reference is made to this code as the "Placentia
Municipal Code" or to any portion thereof, or to any ordinances
of the city, that reference shall apply to all amendments, corrections
and additions made now or hereafter.

This code consists of all of the regulatory and penal ordinances
and certain of the administrative ordinances codified pursuant to
Government Code Sections 50022.1—50022.8 and 50022.10, and includes
secondary codes.

Title, chapter and section headings contained herein shall not
be deemed to govern, limit, modify or in any manner affect the scope,
meaning or intent of the provisions of any title, chapter, or section
hereof.

Section
1.08.010 of the "Placentia Municipal Code" contains a general penalty clause which reads in full as follows:
"Whenever in this code or in any other ordinance of the
city or in any order, rule or regulation adopted or promulgated by
any city officer or agency under authority duly vested in him or it,
any act is prohibited or is made or declared to be unlawful or an
offense or a misdemeanor, or the doing of any act is required or the
failure to do any act is declared to be unlawful or an offense or
a misdemeanor, where no specific penalty is provided therefor, the
violation of any such provision of this code or any other city ordinance
or any such order, rule or regulation shall be punished by a fine
not exceeding $1,000 or imprisonment for a term not exceeding one
year, or by both such fine and imprisonment. Such violations may also
be redressed by civil action.
Every day any violation of this code or any other ordinance
of the city or any such order, rule or regulation continues constitutes
a separate offense."

The repeal of an ordinance shall not repeal the repealing clauses
of such ordinance or revive any ordinance which has been repealed
thereby.

Neither the adoption of this code nor the repeal or amendment
hereby of any ordinance or any part of any ordinance of the city shall
in any manner affect the prosecution for violations of ordinances,
which violations were committed prior to the effective date hereof,
nor be construed as a waiver of any license, fee, or penalty at said
effective date due and unpaid under such ordinances, nor be construed
as affecting any of the provisions of such ordinances relating to
the collection of any such license, fee, or penalty, or the penal
provisions applicable to any violation thereof, nor to affect the
validity of any bond or cash deposit in lieu thereof required to be
posted, filed, or deposited pursuant to any ordinance and all rights
and obligations thereunder shall continue in full force and effect.

If any section, subsection, sentence, clause, phrase, part,
or portion of this code is for any reason held to be invalid or unconstitutional
by any court of competent jurisdiction, such decision shall not affect
the validity of the remaining portions of this code. The Placentia
city council hereby declares that it would have adopted this code
and each section, subsection, sentence, clause, phrase, part, or portion
thereof, irrespective of the fact that any one or more sections, subsections,
sentences, clauses, phrases, parts or portions be declared invalid
or unconstitutional.

Three copies of the Placentia Municipal Code and of the secondary
codes adopted therein by reference are filed in the office of the
city clerk and are available for public inspection.

The "Placentia Municipal Code" shall become effective
on the date that the ordinance codified in this chapter becomes effective
pursuant to the provisions of
Government Code Section 336937.
