(a) 
There shall be the following named boards and commissions in the city:
(1) 
Planning commission;
(2) 
Parks, arts and recreation commission;
(3) 
Streetscape and transportation advisory commission;
(b) 
The city council may create by ordinance such additional boards or commissions which in its judgment are required and may grant to them such powers and duties as are consistent with the charter and this code.
(c) 
The city council may also establish by resolution any advisory committees which in its discretion are necessary and grant to them such powers and duties as are consistent with the provisions of the city's charter and this code. Committees may include both standing committees and committees of limited duration and scope. Committees may include, but shall not be limited to, any of the following:
(1) 
Council committees (not governed by this chapter);
(2) 
Council/citizens ad hoc committees;
(3) 
Citizens advisory committees;
(4) 
Committees governed by joint powers agreements, voter approved measures, contracts or state law;
(5) 
Council appointment of representatives to sit on joint governmental committees.
City council committees consisting solely of less than a quorum of the council may be established by minute order or resolution and shall not be governed by this chapter. Committees controlled by entities outside the city are not governed by this chapter.
(d) 
Except where such action would conflict with a previously adopted ordinance, the council may adopt by resolution any rules governing the operation of its boards, commissions and committees, including, but not limited to, the establishment of meeting times, locations, number of members, terms of office and compensation to be paid.

(a) 
The city administrator shall designate a member of city staff who will be responsible for helping to provide staff support for each board, commission and committee, to help coordinate and facilitate meetings, prepare and distribute agendas and minutes and otherwise help carry out the duties and purpose of the board, commission or committee; provided, however, that the members of each board, commission or committee shall not give additional direction to staff without the approval by the city administrator.

The city council shall include in its annual budget such appropriations of funds as in its opinion are sufficient for the efficient and proper functioning of each board, commission and committee.

All boards, commissions and committees shall hold meetings at such frequency as may be required by the ordinance, resolution or minute order authorizing its existence. The city council may modify meeting times and locations by separate council resolution, unless such action would conflict with a governing ordinance.

Each board, commission or committee shall organize by electing one of its members to serve as presiding officer, who shall serve at the pleasure of such body. A secretary shall be designated for the recording of minutes, who shall keep a record of its proceedings.

The members of boards and commissions shall serve without compensation, unless compensation is established by ordinance or resolution of the city council. Members may receive reimbursement for necessary traveling and other expenses incurred on official duty, when such expenditures have received authorization from the city council prior to the expenditure.

Members of each board, commission and committee shall be appointed by a majority vote of the city council and shall serve at the pleasure thereof. The city council may provide by resolution for any procedures to be followed in the application process.

(a) 
Term. Unless otherwise provided by city council ordinance or resolution, the members of each board, commission or committee shall serve a term of four years, which shall expire on July 1st. In the absence of a resignation or removal, each member shall serve until a successor is appointed and qualified. Notwithstanding the foregoing, where a committee has been formed for a limited purpose for a limited period of time, the members of that committee shall only serve until the purpose has been served or the time has expired, or as otherwise directed by the council.
(b) 
Staggering of Terms. Whenever possible, the expiration of terms shall be staggered. Of the members first appointed, any combination of one, two, three or four year terms may be used to obtain the maximum staggered terms. If the city council appoints nine members, the terms shall be staggered with the terms of at least two and not more than three members expiring each year. If less than nine members are appointed by the city council, terms shall be staggered with the terms of not more than two members of the commission expiring each year.

Any member of any board, commission or committee may be removed at any time, with or without cause, by a majority vote of the city council. No prior notice needs to be given to the member that the city council intends to take such action, nor does the city council need to provide any statement of its reasons for taking such action.

(a) 
It shall be the obligation of board, commission and committee members to attend all meetings, whether regular or special, except for good cause such as illness, family emergency or schedule conflicts.
(b) 
If a board, commission or committee member knows he or she will be unable to attend a meeting, the member must notify the chair, or the designated staff member assigned to the board, commission or committee, prior to the time established for commencement of the meeting. The member shall explain his or her reasons for being absent. At the beginning of the next meeting the chair or the member shall inform the body of the reason for the absence, and the body shall determine whether the absence is excused or unexcused.
(c) 
If a board, commission or committee member has three consecutive unexcused absences, or three unexcused absences during a calendar year, the chair shall be notified, and it may be grounds for removal by the city council.
