(b)
The city council may create by ordinance such additional boards or commissions which in its judgment are required and may grant to them such powers and duties as are consistent with the charter and this code.
(c)
The city council may also establish by resolution any advisory committees which in its discretion are necessary and grant to them such powers and duties as are consistent with the provisions of the city's charter and this code. Committees may include both standing committees and committees of limited duration and scope. Committees may include, but shall not be limited to, any of the following:
(1)
Council committees (not governed by this chapter);
(2)
Council/citizens ad hoc committees;
(3)
Citizens advisory committees;
(4)
Committees governed by joint powers agreements, voter approved measures, contracts or state law;
(5)
Council appointment of representatives to sit on joint governmental committees.
City council committees consisting solely of less than a quorum of the council may be established by minute order or resolution and shall not be governed by this chapter. Committees controlled by entities outside the city are not governed by this chapter.
(d)
Except where such action would conflict with a previously adopted ordinance, the council may adopt by resolution any rules governing the operation of its boards, commissions and committees, including, but not limited to, the establishment of meeting times, locations, number of members, terms of office and compensation to be paid.
