The streetscape and transportation advisory commission is hereby established. The purpose of the streetscape and transportation advisory commission shall be to advise and support the city council and the development services and public works departments on items related to traffic safety issues, transportation programs and parking permits, as well as issues related to the removal, planting, replanting or disposition of public trees.
Unless otherwise specified, all references in this chapter to the "commission" shall refer to the streetscape and transportation advisory commission.

The commission shall consist of five members. Members shall be appointed by the city council and shall be subject to removal by a majority vote of the council. commissioners shall be selected by the city council from the residents of the city who have a demonstrated interest in or knowledge of traffic safety, transportation issues or the city's trees.

The terms of the members of the commission shall be for a period of four years and shall expire each succeeding July 1st. In the absence of resignation or removal, each member shall serve until a successor is appointed and qualified. For the members first appointed, their terms shall be staggered in compliance with Section 2.11.070.

(a) 
The commission shall, as soon as practicable after its organization and thereafter following the first day of July each year, elect a chairperson and a vice-chairperson from members of the commission for a term of one year. The chairperson and vice-chairperson shall serve at the pleasure of the commission.
(b) 
The commission shall hold regular meetings on a regular schedule and at such times as may be established by city council resolution but shall at a minimum meet quarterly. In the absence of specific direction from the city council, the commission is authorized to set its own meeting time, provided meetings do not occur any earlier than 5:00 p.m. The city administrator shall designate a city employee to act as secretary who shall keep a record of its proceedings and transactions. This record shall be a public record. All meetings of the commission shall be open to the public pursuant to the Ralph M. Brown Act.

A special meeting of the commission may be called at any time by the chairman, city staff, or by any two members of the commission by following the requirements of state law, and by written notice or phone contact served on each member of the commission at least 24 hours before the time specified for the proposed meeting. At any special meeting, the powers of the commission to transact business shall be limited to those matters specifically referred to in such notice.

The commission shall have the following powers, duties and responsibilities:
(a) 
The duties of the commission shall consist of acting in an advisory capacity to the city council to study, review, and make recommendations with regard to:
(1) 
Traffic safety issues, active transportation programs and projects, transportation management including neighborhood traffic and parking management programs, review and consideration of permit parking districts and speed hump installation requests and the overall regulation of vehicle, bicycle, and pedestrian traffic within the city as described in Title 13 of the Placentia Municipal Code.
(2) 
The removal, planting, replanting or disposition of public trees in the public right-of-way or on public property. The commission shall review recommendations regarding appeals of tree removal requests made by individual property owners, neighborhood associations, or developers denied by city staff. The commission may make recommendations on designated tree species for specific streets and neighborhoods and shall be incorporated by reference into a future street tree master plan.

Each member of the commission shall be required to attend any orientation and training meetings held by the city. Failure to attend said meeting may be grounds for removal.
