As used in this chapter:
"Wiping rags"
means cloths and rags used for any or all of the following
purposes:
(A)
Wiping and cleaning the surfaces of machinery, machines, tools,
locomotives, engines, motorcars, automobiles, cars, carriages, windows,
furniture and surfaces of articles, appliances and engines in factories,
shops, steamships, and steamboats;
(B)
Generally for cleaning in industrial employment;
(C)
Used by mechanics and workmen for wiping from their hands and
bodies soil incident to their employment.

It is unlawful for any person to operate any business of laundering,
sanitizing or selling wiping rags in the city unless, in addition
to any other permit or license which may be required, he has a valid
permit issued annually by the health officer.

The health officer is authorized to administer and enforce the
provisions of the
Health and Safety Code of the state, and any rules
and regulations adopted thereunder pertaining to wiping rags and wiping
rag businesses.
A permit under this chapter shall be issued by the health officer
if the applicant complies with the provisions of Chapter 4, Part 1,
Division 5 of the
Health and Safety Code and any regulations adopted
thereunder. The period of the permit shall be one year from date of
issuance. Any permit issued under this chapter may be suspended or
revoked in the manner prescribed in Section 3951 of the Health and
Safety Code.

The county shall, by annual board resolution, adopt health services
fees to be paid by the proprietor or operator of such establishments;
such fees to be paid directly to the county health officer and retained
by the county as reimbursement for said service related to this chapter.

Any person violating any of the provisions of this chapter is
guilty of a misdemeanor pursuant to
Health and Safety Code Section
3960.
