No person shall place any structure, tree, shrub, mailbox, or other obstruction upon any street, alley, sidewalk, parkway or any public place or authorize, procure or permit any structure, tree, shrub, mailbox, or other obstructions to be placed thereon, except as may be required by duly authorized city officials or employees of public utilities, and unless such person is authorized to place such obstruction pursuant to such rules and regulations as are prescribed by the city council; provided, that any excavation or obstruction in any street or alley, between sundown and sunup of each day, shall be properly guarded with suitable warning lights to safeguard against injury or accident.

It is unlawful for any person to stand, sit or lie down upon any sidewalk, or in the entrance of any church, hall, theater, place of public assemblage or other building open to the public in the city so as to, in any manner, hinder or obstruct such entrance or sidewalk, except to view a parade or similar event for which a permit has been issued.
