Specific Plan 9 shall encompass the +/-10.35 net acres at the northwest corner of Rose Drive and Alta Vista Street, as shown on Exhibit A, a copy of which is available for inspection in the office of the city clerk.

The purpose of this specific plan is to provide an area for a senior apartment complex, which shall be compatible with the surrounding golf course and residential development and is designed specifically for the needs of senior citizens.

(a) 
Independent living facilities are designed for those residents who are fully ambulatory and generally lead active adult lifestyles.
(b) 
Assisted living facilities are designed for residents who require a certain amount of services such as dressing/grooming, medication monitoring, local transportation, etc., to be provided but do not require full-time care.
(c) 
Skilled nursing facilities are designed for residential rehabilitation rather than custodial care. The goal is for residents to improve their overall health so they can return from assisted to independent living.

Uses permitted in the area of Specific Plan 9 shall be as follows:
(1) 
Independent living facilities;
(2) 
Assisted living facilities;
(3) 
Skilled nursing facilities.
Any other uses, shall require an amendment to this specific plan.

A deed restriction shall be recorded with the title to the property requiring that at least one (1) resident of each independent living unit shall meet the minimum age requirement of fifty-five (55) years (resident manager’s unit, if any, shall be exempted). Such deed restriction shall further guarantee the continued operation and maintenance of the development as a senior apartment complex for the life of the structures.

The minimum building site area shall be +/- 10.35 net acres.

Maximum allowable building height shall be fifty-one (51) feet as measured from the highest finish grade.

Not more that sixty-four (64) percent of the net lot area shall be devoted to main and accessory building area, covered patios, parking area and driveways.

The maximum density for independent, assisted living and skilled nursing units shall not exceed 40.5 dwelling units per acre. In addition, the number of licensed beds for skilled nursing shall not exceed twenty-five (25) percent of the total number of units.

Main buildings, including porte cocheres shall not be constructed within the twenty-seven (27) foot wide, Parkway Vista (PV) District along Rose Drive and Alta Vista Street. Additionally, main buildings, including porte cocheres, shall be set back a minimum of thirty-five (35) feet from the golf course.

The minimum distance between buildings shall be twenty (20) feet.

No architectural elements shall project into the Parkway Vista (PV) District. Architectural elements such as balconies, cornices, eaves, window trims and similar decorative features shall be permitted to extend a maximum of three (3) feet into the setback area adjacent to the golf course.

The required number of parking spaces shall be:
(1) 
Independent living: one (1) space per unit.
(2) 
Employees: one (1) space per employee
(3) 
Visitors: ten (10) percent of the total number of parking spaces.

Signs shall be low profile, monument signs consistent with a residential character and shall be subject to the following:
(1) 
All signs shall be integrated with the design of the development and shall reflect the architecture of the buildings;
(2) 
Signs shall not exceed forty (40) square feet in area or six (6) feet in height above the finish grade;
(3) 
Signs shall be at least one hundred (100) feet apart and shall not be located so as to constitute a hazard to pedestrian or vehicular traffic;
(4) 
No part of the sign shall be constructed within the Parkway Vista (PV) District.

Any development in the area encompassed by this specific plan shall comply with all provisions of Chapter 23.75 and shall further comply with all other applicable requirements of the Placentia Municipal Code.
