(a)
The city council finds that there has been a significant increase in vehicular traffic during the evening hours along major thoroughfares and adjacent peripheral streets in the city of Sunnyvale as a result of the activity known as "cruising."
(b)
The city council finds that this cruising activity has been the direct cause of an increase in traffic congestion, injury and noninjury collisions, disturbance calls, alcohol and substance abuse, and Vehicle Code violations related to the cruising activity.
(c)
The city council further finds that the cruising activity interferes with the conduct of ordinary business along the thoroughfares, is a waste of energy resources, impedes the progress of general traffic and emergency vehicles, and promotes the generation of air and noise pollution along the affected thoroughfares.
