The city traffic engineer is authorized to determine and to mark loading zones and passenger loading zones in commercially zoned areas and elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly.

Loading zones shall be indicated by a yellow paint line stenciled with black letters, "LOADING ONLY," upon the top of all curbs within such zones.

(a) 
The city traffic engineer is hereby authorized, subject to the provisions and limitations of this chapter, to place, and when required herein shall place, the following curb markings or curb markings and signs, to indicate parking or standing regulations, and the curb markings shall have the meanings as follows:
(1) 
No Parking Zone. "Red" means no stopping, standing or parking at any time except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone.
(2) 
Loading Zone. "Yellow" means no stopping, standing or parking for any purpose other than the loading or unloading of passengers or materials to and from commercial vehicles making commercial deliveries, provided that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than twenty minutes, and unless the city traffic engineer has caused signs to be posted giving notice of a different period in which the restrictions shall apply, such restrictions shall apply between seven a.m. and six p.m. of any day except Sundays and holidays.
(3) 
Passenger Loading Zone. "White" means no stopping, standing or parking for any purpose other than loading or unloading passengers, or for the purposes of depositing mail in an adjacent mail box, which shall not exceed three minutes, and unless the city traffic engineer has caused signs to be posted giving notice of a different period in which the restrictions shall apply, such restrictions shall apply between seven a.m. and six p.m. on any day except Sundays and holidays, except when such zone is in front of a hotel or in front of a mail box the restrictions shall apply at all times, and when such zone is in front of a theater the restrictions shall apply at all times except when such theater is closed.
(4) 
Restricted Parking Zone. "Green" means no standing or parking for longer than twelve minutes at any time between seven a.m. and six p.m. on any day except Sundays and holidays.
(5) 
Disabled Parking Zone. "Blue" means no stopping, standing or parking at any time for vehicles other than those displaying either one of the distinguishing license plates or a placard issued pursuant to Section 22511.55 or to disabled veterans, as specified in Section 9105 of the California Vehicle Code as said sections now exist or are hereafter amended, and unless the city traffic engineer has caused signs to be posted giving notice of a different period in which the restriction shall apply, such a restriction shall apply at all times. In addition to curb markings, the city traffic engineer shall post signs in compliance with the requirements of Section 22507.8 of the California Vehicle Code as the same exists or is hereafter amended.
(b) 
When the city traffic engineer, pursuant to this section, has caused curb markings or curb markings and signs to be placed, no person shall stop, stand or park a vehicle adjacent to any such curb marking or curb marking and sign in violation of any of the provisions of this section. The total time limits specified in this section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuse of the privileges hereby granted.

It is unlawful for any person to stop, stand or park a vehicle in any loading zone for any purpose other than the loading or unloading of passengers or material for such time as is therein permitted.

(a) 
It is unlawful for any person to stop, stand or park a vehicle in any disabled parking zone for any purpose unless the vehicle displays either one of the distinguishing license plates or a placard issued pursuant to California Vehicle Code Section 22511.55 or issued to disabled veterans as specified in California Vehicle Code Section 9105, as these sections now exist or may be hereafter amended.
(b) 
It is unlawful for any person to park a vehicle in front of, upon, or within three feet of that portion of a curb that has been cut down, lowered, or constructed to provide wheelchair accessibility to the sidewalk.

It is unlawful for any person to stop, stand or park any vehicle in an alley except that stopping, standing or parking in an alley for the purpose of loading and unloading of materials and passengers shall be permitted for such time as is reasonably necessary for such loading or unloading provided, however, such stopping, standing or parking shall be limited to not more than twenty minutes for loading or unloading of materials and not more than three minutes for the loading and unloading of passengers.

The city traffic engineer is authorized to establish bus zones opposite curb space for the loading and unloading of busses or common carriers of passengers and to determine the location thereof subject to the limitations hereinafter set forth. No bus zone shall exceed eighty feet in length, except that when satisfactory evidence has been presented to the city traffic engineer showing the necessity therefor, the city traffic engineer may extend bus zones not to exceed a total length of one hundred twenty-five feet. Bus zones shall normally be established on the far side of an intersection. The city traffic engineer shall paint a red line upon the top side of all curbs and places specified as a bus zone. The red zone immediately adjacent to bus stop signs shall constitute a bus zone.

It is unlawful for any person to operate any freight vehicle more than eight and one-half feet wide with load or any vehicle so loaded that any part of its load extends more than twenty feet to the front or rear of the vehicle, any vehicle carrying building material not loaded to be unloaded in the area herein described, or any vehicle conveying refuse, rubbish, garbage or dirt in that area within the city bounded on the north by Evelyn Avenue, on the west by Mathilda Avenue, on the south by El Camino Real, and on the east by Sunnyvale Avenue, exclusive of such streets, between the hours of seven a.m. and six p.m. of any day.

It is unlawful for the operator of any vehicle to stop, stand or park said vehicle for any period of time longer than is necessary for the loading or unloading of passengers and not to exceed three minutes at any place between the limit markers or signs placed within the projected real property boundaries of any undertaking establishment, private residence, or any public or private place at any time during or within forty minutes prior to the beginning of any funeral or funeral service, unless the operator of the vehicle is directed by or has received permission from the director or other person in charge of such funeral or funeral service to park such vehicle in such place, provided that such director or person in charge shall have placed and maintained prior to and during the time limit herein specified two approved portable signs, one at each extremity of such place, upon the sidewalk or pavement area and within two feet of the curb.

The city traffic engineer shall have the authority to establish taxicab stands and determine the locations thereof. The curb surface within each taxicab stand shall be painted white and marked "Taxicab Stand" in red lettering, or shall be designated by signs of a type and size approved by the city traffic engineer. It is unlawful for the operator of any vehicle, other than a taxicab or automobile for hire, to park a vehicle in such taxicab stand.
