The improvements set forth in this chapter shall be the subdivision improvements required of all subdivisions, except where a variance has been granted from any such requirement pursuant to this title.

(a) 
The following street improvements are required:
(1) 
Cross gutters;
(2) 
Curbs and gutters;
(3) 
Sidewalks;
(4) 
Street name signs and traffic control signs;
(5) 
Street paving;
(6) 
Street trees.
(b) 
Detailed requirements as to such improvements are as set forth in Chapter 18.12 of this title.

The following utility improvements are required:
(a) 
Ornamental street lighting system;
(b) 
Sanitary sewage collection and pumping system;
(c) 
Water distribution and fire protection system;
(d) 
Undergrounding of utilities pursuant to Chapter 19.46 of this code.

The following general improvements are required:
(a) 
Storm water drainage system necessary for the proper use and drainage of streets, highways and ways and/or to the public safety, and to the land being subdivided;
(b) 
Fences along lot line adjacent to proposed or existing surface water drainage channels;
(c) 
Fences and landscaping along rear lot lines of lots backing upon streets or highways;
(d) 
Off-tract improvements, wherever such improvements are required for the general health, safety and welfare, and where conditions necessitating such improvements are caused or aggravated by the subdivision;
(e) 
Any other improvements which as a result of the subdivision are deemed necessary by the city council to ensure the health, safety, convenience and general welfare of the community;
(f) 
The dedication of any and all rights-of-way, except as otherwise specifically provided, necessary for the proper layout and maintenance of public improvements required or permitted by this chapter, and the granting of easements to the proper public or private agency when necessary for the proper layout and maintenance of such facilities when dedication is not required.
