Articles 1, 2, 3, 4, and 5 of California Code of Regulations, Title 25, Division 1, Chapter 1, Subchapter 1, which incorporates by reference Chapters 4, 5, and 6 and Sections 701.2 and 701.3 of that certain document entitled "Uniform Housing Code, 1997 Edition," as published by the International Conference of Building Officials, and amended by the State of California Department of Housing and Community Development in Article 5 above, are hereby adopted, with the amendments in this Chapter, as the Housing Code of the City of Santa Monica.

(a) 
The Nuisance Abatement Board, as established in Chapter 8.96 of the Municipal Code, shall also serve as the Housing Board of Appeals for the abatement of substandard buildings when the Building Officer or Fire Chief has issued an order to vacate and to perform expeditious repair pursuant to the Housing Code.
(b) 
For all other matters subject to the Housing Code, the Building Officer shall have authority to promulgate and or adopt administrative regulations governing the appeal of orders, decisions and determinations of the Building Officer.

The procedures for abatement of substandard buildings contained in Chapters 8.88, 8.92 and 8.96 of this Code are deemed equivalent for the purpose intended under Article 6, Actions and Proceedings of the California Code of Regulations, Title 25, Division 1, Chapter 1, Sub-chapter 1.
