It is the policy of the city to encourage and provide vocational and safety training for all employees in order to maintain efficient, effective, and safe working conditions. In order to facilitate the achievement of a viable program, a human resources staff person assigned by the director is designated as the training and safety officer for the city.
Responsibility for developing training programs for employees is assigned to human resources staff and department heads or their designees. Such training programs may include lecture courses, demonstrations, assignment of reading materials, or such other means as may be advisable for improving the effectiveness and broadening the knowledge of city employees in the performance of their respective duties.
Responsibility for vocational training and observance of safe work practices shall be shared equally by each employee. In this regard, employees shall be responsible for attending, absorbing, and applying the information provided by in-service training, and shall be responsible for self-initiation of training outside the work environment that could reasonably lead to, or be required by, the standards for promotional employment opportunities.

Employees who have participated in and successfully completed vocational training courses may have such achievements applied to promotional considerations. Evidence of such activity shall be filed with the director by the department head for each employee who successfully completes each such training program.

Training programs authorized or required by the city shall be financed by the city except as otherwise specified by the city manager or department head prior to participation in such training. Subject to approval by the department head or director, employees may be authorized to attend training programs during regular working hours. When the needs of city service so require, the department head may direct any employee to attend a meeting or conference as part of the vocational training required for the position. In such case, attendance may be mandatory, and reasonable day compensation for meals, lodging, travel and associated expenses shall be allowed. Travel to and from such training shall be provided by the city or at city expense. Overtime will be paid for the time required to travel to and from such meetings and the conference or training attendance hours beyond normal working hours as long as the employee returns to the work site or home on the same day. Compensation for overnight travel will be provided as required by the Fair Labor Standards Act.

It is the policy of the city to provide for the continuous development, implementation and maintenance of an Illness and Injury Prevention Program (IIPP) that will enhance a safe and healthy work environment for all employees. Likewise, employees are expected to observe the highest possible standards of safety in the performance of service and execution of all assigned duties.
