No person shall visit any house within the city to solicit orders for, to peddle, or to hawk goods, services or merchandise unless he shall first be registered with the police department. This section shall not apply to the acts of members of any association or society for benevolent or charitable purposes or for the purpose of assisting or aiding any church or like organization. The requirements imposed by this section are in addition to the requirement of Title
6 of this code regarding business licenses.

Notwithstanding the provisions of
this chapter, it is unlawful for any person to solicit orders for,
to peddle, or to hawk goods, services, or merchandise, or to conduct
any charitable or other solicitation at any house or residence when
a sign in clear view has been placed prohibiting such solicitation
or peddling. For purposes of this section, a sign prohibiting either
solicitation or peddling shall be construed to prohibit both.
