The purpose of this chapter is to
make the uniforms and vehicles of private security patrol services
clearly distinguishable from the uniforms worn by, and the vehicles
used by, local regular law enforcement officers.

For the purpose of this chapter,
a “private patrol service” is any business, organization
or person who, for any consideration whatsoever, agrees to furnish
or furnishes a watchman, guard, patrolman, or other person to protect
persons or property; or to prevent the theft, unlawful taking, loss,
embezzlement, misappropriation, or concealment of any goods, wares,
merchandise, money, bonds, stocks, notes, documents, papers, or property
of any kind; or which performs the service of such watchman, guard,
patrolman, or other person for any of these purposes.

All private security patrol services
operating within the city shall obtain the prior approval of the police
chief in regard to the following:
A. Type or style of uniform and/or insignia
to be worn by the security service personnel; and
B. Markings or decals to be placed on vehicles
to be used by the security service personnel.

It is unlawful to operate a private
patrol service in violation of any of the provisions of this chapter.
