It is unlawful for any person in
the city to discharge any firearm of any kind, character, or description
without a permit issued by the chief of police, or to discharge any
pistol, airgun, slingshot, or any instrument of any kind, character,
or description, which throws or discharges bullets or projectiles
of any kind to any distances greater than 20 feet. Violation of this
section may be charged as either an infraction or misdemeanor in the
discretion of the city attorney.

Notwithstanding the provisions of Section 10.80.010, it shall be permissible and no permit shall be required to discharge firearms with blank cartridges at bona fide funeral ceremonies and athletic events.
