For purposes of this chapter, traffic barrier means traffic
islands, curbs, raised bars or other roadway design features intended
to restrict, divert or direct the movement of traffic.

The city council shall determine whether traffic barriers shall
be installed where the effect will be the closing of one or more streets
to through traffic. The city council shall also determine whether
such traffic barriers should be removed or modified.

The director is authorized to place and maintain traffic barriers within a roadway so as to divert, restrict or prohibit vehicles from making certain traffic maneuvers such as turn movements, through movements or lane changes. In implementing this authority, the director shall adhere to the guidelines and procedures set forth in Chapter
11.06 of this title. The director is also authorized to have such traffic barriers removed or modified as the director deems necessary.
