A.
No person shall park, leave standing or stop any vehicle in an on-street parking space designated for the exclusive use of vehicles which display a distinguishing placard issued pursuant to Section 22511.55 or 22511.59 of the Vehicle Code, or a special identification license plate issued pursuant to Section 5007 of the Vehicle Code, when such parking space is designated by blue paint on the curb or edge of the paved portion of the street adjacent to the space unless such person displays the distinguishing license plate or placard. Such blue curb parking spaces shall be for the exclusive use of such physically handicapped persons 24 hours a day, including Sundays and holidays.
B.
The director is authorized to designate such blue curb parking spaces at locations which he or she may choose in his or her discretion, according to his or her determination that the public interest warrants the designation of such spaces because of the need of physically handicapped and disabled persons to be able to find parking spaces in proximity to places of public and private business or private residences.
C.
The director shall designate such blue curb parking spaces by causing the curb to be painted. In addition, the director shall erect the international symbol of access, or paint such on the blue curb in white, or erect a sign not less than 17 inches by 22 inches indicating that the space is for the exclusive use of vehicles displaying the distinguishing license plate or placard.
D.
No person shall obstruct, block, or otherwise bar access to those parking stalls or spaces except as provided in subsection A of this section.
E.
No person shall park or leave standing any vehicle, including a vehicle displaying a special identification license plate issued pursuant to Section 5007 or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59, in either of the following places:
1.
On the lines marking the boundaries of a parking stall or space designated for disabled persons or disabled veterans;
2.
In any area of the pavement adjacent to a parking stall or space designated for disabled persons or disabled veterans that is marked by crosshatched lines and is thereby designated for the loading and unloading of vehicles parked in the stall or space.
