The council finds that in certain areas of the city, commuter parking impinges upon the need of residents to use a reasonable amount of parking space in front of or near their own homes. This article is adopted in order to allow a reasonable accommodation between the needs of the commuters and the needs of city residents for parking spaces.

By resolution, the council may establish certain parking permit zones on streets within the city where persons occupying residences with frontage on such streets may be permitted two exemptions from the general restrictions of parking. Such exemptions shall be evidenced by a valid parking permit placard placed in the left front window on the dashboard of the parked vehicle. The director shall cause the erection of signs indicating the area so established.

The police chief may, in his or her discretion, issue additional parking permit placards to persons occupying residences with frontage on streets within a permit parking zone in cases of special circumstance or hardship.

A. 
Persons occupying residences with frontage along a street with an area designated for the permit parking exemption may apply to the police chief for two residential parking permit placards, for two, passenger type, four-wheel, motor vehicles. Two such placards shall be available for each residence having frontage in the posted area. The police chief shall issue the parking permit placards to the resident. There shall be no fee. A permit placard must be renewed biennially. The police chief shall record the residence address and name of each person issued a permit placard.
B. 
A parking permit placard shall be valid for two years from the date of issuance and shall become immediately invalid when the person issued the placard moves to another residence, whether or not such residence has frontage on the posted area.

A. 
Vehicles lawfully displaying a valid parking permit placard issued pursuant to this article shall be exempt from the provisions of Sections 11.24.010 and 11.24.020 of this title, related to limitations on parking, if the vehicle is parked within the parking permit zone to which the parking permit placard is issued.
B. 
Nothing in this article shall be construed as permitting any person to park a vehicle in violation of any other restriction on parking, including, but not limited to, the regulation of the Vehicle Code and this title relating to handicapped parking, tow-away zones, 72-hour limitations on parking, or curb markings.
C. 
Vehicles which display a distinguishing license plate or placard issued pursuant to Section 22511.5 of the Vehicle Code for handicapped persons or Section 9105 of the Vehicle Code for disabled veterans shall be exempt from the provisions of this article.

It is unlawful to sell, transfer, or convey, or to offer to sell, transfer, or convey, any parking permit or placard issued pursuant to this article for any money or consideration whatsoever.
